Contractor support will provide the CG an Analysis of Alternatives (AoA) of connectivity options for the existing microwave installations in USCG Districts 7 – Puerto Rico, 11 - California, 13 – Oregon & Washington State, and 17 – Alaska. AoA shall analyze the effectiveness of state-of-the-industry wireless technologies to establish and maintain network connectivity at remote facilities and the cost-benefit of available solutions. AoA content shall be to the specifications in the Federal Acquisitions Regulations (FAR) and Homeland Security Acquisitions Institute. AoA shall examine technologies that can be CG-owned OR provided “as a service” by third party vendors.
Collaborate with the State of Hawaii, USCG District 14, to study the “Anuenue” network that spans the Hawaii island chain. Determine if the networking technologies used on the network operate in the 7125-8400 MHz range. If it does, then provide the CG and State of Hawaii an Analysis of Alternatives that meets the joint requirements, including a cost-benefit analysis.
