Cost of Service and Rate Design Studies
Norwich Public Utilities (NPU) is soliciting proposals from qualified financial consulting firms in the utility industry to conduct and develop comprehensive Allocated Cost of Service and Rate Design Studies for its Gas, Electric, Water and Sewer utility divisions with a five-year financial plan for each study. The general purpose of work will include studies to review existing rate and service fee structures, develop rates and charges that are consistent with NPU’s rate design strategies (listed below) and reflect current costs of providing gas, electricity, water, and sewer services.
