Description

MSC is requesting proposals from qualified HUBZone-certified small businesses for rolling admission to the existing Guam General Ship Repair IDIQ Multiple Award Contract (MAC). This contract supports a broad range of general ship repair of vessels operating primarily on Guam.



This rolling admission process is designed to expand the qualified contractor pool and enhance MSC’s ability to meet operational and maintenance requirements in a dynamic environment. All of the original terms and conditions of the original solicitation N3220522R0008 (with revisions outlined in the attached) apply.





Scope of Work:



The scope requires the Contractor to provide all labor, equipment, supplies, materials, subcontractors, and a marine repair facility necessary to perform ship repair and related functions, which includes the capability to perform all necessary planning, engineering and design development, quality control, shipboard or off-ship production, purchasing, and component or system testing and trials for Government vessels.



Work will primarily be performed at Government piers on Naval Base Guam, with potential for services in the Commonwealth of the Northern Mariana Islands (CNMI), the Contractor’s facility, or worldwide in support of MSC’s global mission.





Eligibility Requirements:



Interested offerors must:



• Be currently certified by SBA as a HUBZone Small Business



• Operate under NAICS 336611 – Ship Building and Repairing



• Meet the small business size standard of 1,250 employees



• Demonstrate past performance on ship repair projects of comparable scope and complexity within the last 3 years



• Be registered and active in SAM.gov

All interested HUBZone businesses are requested to submit a formal proposal package, which must include the same contents outlined in Section L, Paragraphs 5 through 8, of the original solicitation (attached).

Evaluation Process:



• Proposals will be evaluated and processed on a rolling basis.



• The Government will review proposals in accordance with Section M of the original solicitation.



• Qualified contractors may be awarded a position on the existing IDIQ MAC.



• Once admitted, contractors will be eligible to compete for delivery orders.
