RFP # CC 26-07: Security Upgrades in Circuit Courthouse in Kent County, MD

The County Commissioners of Kent County, Maryland are requesting proposals from qualified bidders for the installation of ballistic-resistant security upgrades to several components within the County Judicial Office/Courthouse. Such upgrades shall include but are not limited to installation of blast film, a new “L”-shaped assembly, an arched transaction window, one doorway, and any/all other associated features, as further outlined in Section C, in accordance with Chapter 49 of the Code of Public Local Laws of Kent County (CPLL). This overall Project has been separated into two (2) individual Proposals due to requirements of the project funding sources.  It is the intent of the County to award two (2) separate contracts, one per Proposal, to the responsible bidder with the lowest combined (sum) total for Proposal A and Proposal B. A pre-bid meeting will be held on November 21 ^st , 2025 beginning at 10:00 a.m. at the Department of Public Works, located at 709 Morgnec Road, Chestertown, MD 21620 . All interested offerors are encouraged to attend.

All bids will be opened and publicly read by designated County staff at 10:00 a.m. on December 17 ^th , 2025 at the same location as the aforementioned Pre-Bid Meeting .
