This is a Request for Proposals for the manufacture, transport, and precise deployment of Patch Reefs in Escambia Nearshore East Artificial Reef Site. Nearshore East Reef Site is a large (approx. 2 square nautical miles) Army Corps of Engineers (ACOE) and Florida Department of Environmental Protection (FDEP) permitted site (see permits for details). Location is approximately 5nmi southeast of Pensacola Pass in Gulf of Mexico, at water depths of approximately 45-65fsw. Approximate reef area center coordinates: 30Deg 17.600’N; 087Deg 13.700’W. Approximately 25 (exact number is dependent upon individual module prices) Patch Reefs (See diagram in attachments) will be deployed approximately 500 feet apart. Final number, design, spacing and individual patch reef coordinates will be determined by Escambia County and provided to selected contractor upon issuance of Purchase Order and Notice to Proceed. Price includes manufacture, preparation, transportation, deployment and precise placement of artificial reef modules. Modules must conform to the minimum specifications, requirements and conditions of this solicitation as well as all state and federal permit conditions (see permit in attachments).
Modules will be inspected within 1-3 weeks after deployment. Any damaged modules must be replaced by contractor at no cost to Escambia County.
Exact number and type of modules to be determined by Escambia Count upon receipt of module pricing.
Reefs will be deployed in compliance with all applicable laws and regulations, permit conditions, and to the satisfaction of the Escambia County Marine Resources Division (MRD). MRD will provide contractor with precise deployment diagrams and coordinates for each reef module after award.
MRD places a priority on constructing patch reefs with habitat complexity and diversity, achieved by precisely deploying artificial reef modules with diverse structural elements.
Escambia County reserves the right to reject any submission if the MRD determines the submittal is not in the best interest of Escambia County. Escambia County reserves the right to select the contractor with responsive submittal and the experience, equipment, artificial reef modules, and deployment experience that is most advantageous and in the best interest of Escambia County. Escambia County will be the sole judge, and its decision shall be final.
