Project Description: BOROUGH OF POTTSTOWN

NOTICE IS HEREBY GIVEN that online sealed bids for STREET OVERLAY PAVING will be received by the Borough Council of the Borough of Pottstown until 9:00 A.M. prevailing time, on Friday, June 27th, 2025, after which time they will be opened on Penn Bid, bid results will be posted on PennBid after the Monday, July 14th , 2025, Council meeting.
Item 1 of base bid; Paving Work will be performed at various locations in the Borough of Pottstown for Street Overlay of approximately 6000 Tons. Work will include supplying and installing Asphalt Mixture Design 9.5 mm, WC PG 64S-22, .3-30 M ESAL’S, SRL-H, sealant. Item 2 of base bid; Milling, approximately 52,000 Sq. Yds of milling. Item 3 of base bid; Base replacement, replacement as needed.
Item 2: Alternate Bid: An alternate list of additional streets may be considered by the Borough of Pottstown as an addition to the contract. The alternate list of streets may be selected as an individual street, several streets, or all streets on the list to be added to the contract. Each street on the list shall be priced as unit prices as per Base bid Tab 1 Paving and 2. Milling.
Prevailing Wage rates apply.
Bids must be submitted online via PennBid Program. The Bid Specifications, proposal and contract forms are available at no cost at www.PennBid.net. A fee is charged by PennBid to the winning bidder of 1/3 or 1/6 of 1% as determined by Penn Bid.
An ORIGINAL bid bond, certified check or cashier’s check drawn to the order of the Borough of Pottstown in the amount of Ten Percent (10%) of the bid price must be DELIVERED, separate from the online bid, to the Office of the Borough Manager, Borough of Pottstown, Borough Hall, 100 E. High Street, Pottstown, Pennsylvania 19464 prior to the bid due date and time as Bid Security, which will be returned after the Award of the Contract.
All Bidders are required to submit the following documents with their bid submission:
1. Bid Proposal form, 2. PennDOT MS-944 (Proposal & Contract) Form 3. Non-Collusion Affidavit and Instructions, 4. Public Works Employment Verification Act, Act 127 of 2012 shall be accompanied with the Public Works Employment Verification Form., and 5. Statement of Qualifications.
The successful Bidder is required to submit the following completed documents to the Borough.1. Performance and Payment Bonds each in an amount equal to the Contract Price and meeting PennDOT Publication 408, Section 103.04 requirements Performance and Payment Bonds, 2. Proof of insurance 3. Signed agreement.
Bids may not be withdrawn within Sixty (60) days from the time fixed for the bid opening. The Borough of Pottstown reserves the right to reject any or all bids or any part thereof in the Borough’s best interests.
