Project Description: Sealed bids will be received online for the Horsham Water & Sewer Authority (Authority) via the PennBid Program until 10:00 AM prevailing time, on July 8, 2025 for the following:

The contract consists of the supply and delivery of approximately 2,520 gallons per year of polymer in liquid emulsion form, 24,800 gallons of aluminum sulfate (alum) 50% solution, and 16,500 gallons of sodium hypochlorite 15% solution. Both the polymer and alum, will be supplied to the Authority's Park Creek Wastewater Treatment Plant, located at 1010 Park Ridge Road in Horsham, PA, Montgomery County. The sodium hypochlorite will be supplied to various wellhouses located in Horsham Township. Bids will be sought for the following contract terms:
• Alternate A – One (1) Year
• Alternate B – Two (2) Years
• Alternate C – Three (3) Years
Prospective Bidders are required to perform on-site bench-scale and performance testing in order to determine the most effective polymer. Prospective Bidders shall contact either Mike Healey at (215) 343-4283 ext. 202 or Rich Freer at (215) 343-4283 ext. 203 to schedule bench-scale and performance testing dates and times by July 1, 2025. Testing dates will be scheduled based upon the order in which they are received. The Authority reserves the right to assign the final testing times and dates to each Prospective Bidder. Testing shall be restricted to Monday through Thursday only, during regular working hours (7:00 AM to 3:00 PM).

The Horsham Water & Sewer Authority reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality in the bids or to make an award to such Bidder who, in the judgment of the Authority, makes the most advantageous bid. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of bids.

All bids must be submitted in accordance with the Instructions to Bidders.
