The Town of Yarmouth (referred to as the “Owner”) is seeking sealed applications from registered and qualified architectural and engineering firms with relevant experience to provide design services for the Yarmouth Public Library Project. These services must be delivered in accordance with the specifications detailed within the Request for Qualifications (RFQ) documents. The scope of required services includes but is not limited to: Conceptual or Preliminary Design, Schematic Design, Design Development, and Construction Documentation, along with Bid/Award processes, Construction Administration, Commissioning, and Final Closeout.
The selected Designer shall ensure that all design phases (Conceptual Design, Schematic Design, Design Development, Construction Documentation, and Administration) fully comply with the Massachusetts Public Library Construction Program (MPLCP) standards, including but not limited to accessibility, sustainable building practices, and community space planning. Failure to demonstrate an understanding of MPLCP requirements may result in disqualification from consideration.
The construction phase is contingent upon funding approval by the Town and construction grants from the Massachusetts Board of Library Commissioners (MBLC). As a result, the selected Designer’s contract may initially be limited to early design phases, with later phases subject to additional approvals and funding availability. The project construction estimate is approximately $25,000,000.

Responses will be received at the Office of the Town Administrator, Yarmouth Town Hall, 1146 Route 28, South Yarmouth, MA 02664, until 2:00 p.m., April 09, 2025. The submissions will be opened publicly.
This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Section 7C, §§ 44-58, and all contracts must be strictly awarded in accordance with the requirements of the Request for Qualifications. If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.
