Description

THIS IS NOT A REQUEST FOR QUOTE — This is not a request for quote/proposal. Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of General Counsel (OGC), intends to issue a sole source contract to Scientific Applications International Corporation, [12010 Sunset Hills Rd, Fl. 4, Reston, VA 20190], under authority of FAR 6.302-1, Sole Source (only one responsible source). Washington Headquarters Services (WHS), Acquisition Directorate (AD) intends to award a contract for information technology support and services for one (1) 3-month base period and up to one (1) six-month option period.





The Government intends to award a contract that will provide contractor support services and expertise that will assist OGC (IA) to continue to provide highly effective and timely legal review and advice to DoD civilian and military principal officials on international law and national security law, and on country-specific DoD international agreements in support of Department of Defense and in coordination with the Department of State and other U.S. Government departments and agencies.





OGC(IA) is responsible to the DoD General Counsel for legal advice and principally supports: the DoD General Counsel; the Under Secretary of Defense (Policy); the Assistant Secretaries for International Security Affairs (ISA), Asian and Pacific Security Affairs (APSA), Homeland Defense and Global Security Affairs (D&GS), Strategy, Plans, and Capabilities (SP&C), and Special Operations/Low-Intensity Conflict (SO/LIC). OGC (IA) also works closely with other senior attorneys and policy makers throughout the Department of Defense, the Military Departments, the Joint Staff, the Departments of Justice, State, Treasury, and other U.S. Government agencies.

This notice of intent is not a request for competitive quotations, however interested parties may submit a capability statement indicating for this requirement by 10:00 AM, EST on December 31, 2024 to jacob.r.lindell.civ@mail.mil and Brandiss.r.Smith.civ@mail.mil





A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
