The City of Iowa City, Iowa Airport Commission is hereby soliciting statements of qualifications and experience from airport consultants for projects at Iowa City Municipal Airport. Subject to receipt of Federal funding, these projects may include the following:
Runway Rehabilitation, Crack & Joint Sealing (Runway 7/25 West End and Runway 12/30)
Estimated Cost of Development: $615,667
Runway Extension Environmental Assessment
Estimated Cost of Development $50,000
Runway Extension – Runway 7
Estimated Cost of Development: $1,622,000
General Aviation Apron and Connecting Taxiway
Estimated Cost of Development: $1,250,000
Rehabilitate T-hangar Taxilanes
Estimated Cost of Development: $532,000
Airport Terminal Building (BIL-ATP)
Estimated Cost of Development $8,000,000
Solar Array Phase 2 (BIL)
Estimated Cost of Development $500,000
The required services include, but are not limited to, A/E services for preliminary design, bidding and construction phases including incidental special services for projects funded under the FAA Airport Improvement Program. A qualification-based selection process conforming to FAA Advisory Circular 150/5100-14(as amended) will be utilized.
Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Selection Criteria will include: Understanding of the project(s), Recent experience with similar projects, Knowledge of FAA Standards and Policies, Interest in solicitation, References, and Ability to meet schedules and keep work within the allocated budget. Ability to regularly attend Airport Commission meetings, Qualifications of the project manager and consultants assigned to project(s), Familiarity with project(s) and location, Evidence that the consultant has made good faith efforts in meeting Disadvantaged Business Enterprise (DBE) goals (49 CFR 26.53), Ability to Furnish Qualified Inspectors for construction inspection if applicable, and Current Workload. Fees will be negotiated for projects as federal funds become available. Prospective Consultants are advised that applied overhead rates must be in accordance with the cost principles established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures.
This contract is subject, but not limited, to the following federal provisions:

DOT Regulation 49 CFR Part 30 - Federal Trade Restriction Clause
