Special Inspection and Materials Testing for Various Capital Improvement Projects

The City of Modesto (City) is soliciting Request for Qualifications (RFQ) for Special Inspection and Materials Testing for Various Capital Improvement Projects . Submittals are due before 11:00 am on Tuesday, January 13, 2026 .

The Construction Administration Division for the City of Modesto is housed within the Engineering Services Department but serves as the sole group responsible for construction management and inspection services for nearly all capital projects over $50,000. The group also performs inspection of all encroachment permits issued by the City of Modesto. During construction, it is necessary for City staff to utilize the services of Caltrans certified materials testing laboratories and special inspectors to achieve compliance with the project contract documents and Caltrans requirements. City staff, or its designee, will be the contract administrators.
