Description

This public notice for the acquisition of commercial services is prepared in accordance with FAR Part 5.2 - Synopsis of Proposed Contract Actions and FAR Part 6.2 - Other than Full and Open Competition.



The Library of Congress (Library) requires contract support to provide access to moving image films in both 16mm and 35mm formats through laser film recording. Within the past few years, the digital scanning of motion picture images has become an increasingly accepted form of preservation. However, for the long-term archival storage of moving images, film stock is still preferred and best practice over digital files. To perform this process, a film recorder is used to record digital images back onto film stock for archival storage. The Library’s National Audiovisual Conservation Center (NAVCC) Packard Campus Film Preservation Laboratory uses ARRILASER Film Recorder, manufactured by ARRI, Inc. This is a highly precise, state-of-the-art device that uses red, green and blue lasers to record a digital image on film stock. The Library has owned and used this device since 2012.



For the device to remain in proper operating order and protect the Library’s investment and collections, a factory-trained engineer, factory-authorized parts, and remote support are required to maintain, service, upgrade, and repair the ARRILASER Film Recorder, Serial Number AL253. These services must ensure the machine is maintained in optimal operating condition for preservation services and the safety of the Library collections it records. Ongoing support and service of this instrument will increase its lifecycle and usability while minimizing downtime and disruptions in the Library’s film preservation efforts.



This announcement constitutes the only public notice as proposals are not being requested from other parties and a written solicitaiton will not be issued. This notice accomplishes the following:




  1. Publicizes the Library's intent to sole source this requirement to the business listed in the Justification and Approval (JA).

  2. Synposizes the requirements in accordance with the FAR.

  3. Publicly posts the approved Justification and Approval to sole source in advance of award. As a result of this, a second posting is not required after award is made.
