Description
Oregon State University intends to contract for the provision of analytical and communications services related to Marine Protected Area (MPA) commitments made through the Our Ocean Conference from Jason Seiple as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The contractor must have an intimate understanding of The MPA Guide and the methodologies used to analyze MPA‑related commitments across multiple Our Ocean Conferences, including firsthand experience conducting the most recent analysis for the 2025 conference in the Republic of Korea. The contractor must also possess established trust‑based working relationships with the Our Ocean Conference Secretariat at the World Resources Institute and the ability to build directly upon more than eight years of prior analytical work to produce clear, actionable recommendations for conference leadership. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website.
