I. PURPOSE
It is the intent of this solicitation to secure through competitive sealed bidding, the removal and disposal of residuals from the lagoons at the City of Williamsburg’s Water Treatment Plant to that the original capacity.
II. SCOPE OF WORK
The City of Williamsburg Department of Public Works & Utilities, hereafter known as the City, is seeking bids from contractors for the removal and disposal of residuals from the lagoons at the City of Williamsburg’s Water Treatment Plant to the original elevations of the lagoons. The work shall include all labor, materials, equipment, transportation, permits, fees, survey, restoration, supervision or other facilities, duties, or incidentals necessary for execution and completion of the Project in compliance with the Contract Documents.

2. RESPONSIBILTIES Contractor shall be responsible for determining which permits are necessary and for contacting appropriate governmental agencies and work with them to obtain any and all required permits. This includes local, state, and federal agencies. Permitting shall include, but not be limited to, hauling, storage, and disposal of water treatment plant residuals at an approved location off-site. Contractor is responsible for all testing and analysis of the residuals to determine disposal requirements. Project site is located in the County of York, Virginia. Contractor does not need any special or general permit from York County to perform the work; it is considered ‘maintenance’ and does not require any permits. Site access and location is 618 Waller Mill Road. The City’s Water Treatment Plant (WTP) is a gated facility with paved and unpaved roads. Contractor will be transversing over both types of surfaces to access the lagoons. Contractor shall submit to the City all permit applications as well as copies of all permits obtained prior to commencing Work. Contractor shall perform all Work in accordance with any permit obtained for the project. This is specifically in reference to any disposal permits acquired in conjunction with the work. Contractor shall ensure that equipment and vehicles are available for identification and inspection by the City staff, should the City request it. Contractor may provide stabilization to the unpaved roadways and access routes around the lagoons to minimize tracking of sediments off-site and damage to the lagoon embankments. Stabilization may consist of Temporary Stone Construction Entrance, timber mats, or other material or methods approved by the City. All stabilization materials shall be removed, and the site restored to pre-construction conditions prior to final completion. Contractor shall ensure each vehicle and equipment leaving the Work site is sufficiently cleaned so to not create a nuisance or hazard on the City’s property or public roadways off-site. Contractor shall remove all residuals from the first lagoon until it is restored to the original volume as shown on the provided Drawing or not to exceed 4,640 cubic yards removed, whichever comes first. The Contractor will also remove all residuals from the second lagoon to its original volume or not to exceed 4,690 cubic yards removed, whichever comes first, should the City decide to accept the Additive Bid option of the contract. Should this option be included, the Contractor shall schedule and perform the Work accordingly to ensure that one lagoon is always operational. Closing both lagoons at the same time is prohibited. Contractor shall coordinate with Water Treatment Plant Superintendent for all work that could impact the plant’s operations. Only authorized City personnel shall oversee operation of valves and equipment at the site with respect to either lagoon. No work or operation of infrastructure is required inside the WTP facility itselt. Contractor shall restore all disturbed areas to their original or better condition in accordance with the latest edition of the Virginia Erosion and Sediment Control and Stormwater Management regulations. This includes the lagoons as well as any areas disturbed by the operations for the removal and disposal of the residuals. Damage to pavement or other infrastructure resulting from Contractor’s operations shall be repaired to the satisfaction of the City in conformance with recognized standards such as the HRPDC RCS, VDOT Road and Bridge Specifications or City standards

4. PERMIT APPLICATION & FEES FOR DISPOSAL SITE
Contractor is responsible for obtaining any and all permits necessary for the legal disposal of material from the lagoons. Contractor shall provide a copy of the application and permit prior to removing any material from the lagoons. Contractor shall be responsible for payment of any and all fees associated with the disposal of the material.
BID BOND
Bid Security in the amount of five percent (5 %) of the Bid shall be submitted with each Bid.
