This is a pre-solicitation notice for a commercial acquisition utilizing FAR parts 12 and 15 procedures. THIS PRE-SOLICIATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). This notice is for informational purposes only and the Government is not obligated to issue a solicitation as a result of this notice. This pre-solicitation notice is not to be construed as a commitment by the Government to use or pay for any information it may receive in response to this notice.



Marine Corps Systems Command (MARCORSYSCOM), Production Manager Maintenance Support Systems (PdM MSS) intends to procure multiple units of an Expeditionary Fluid Analysis System (EFAS) to enhance the ongoing effort of a condition-based maintenance (CBM)+ solution for the Marine Corps Ground Equipment fleet by delivering At-Platform testing of the condition of the engine, transmission, differential, hub, and hydraulic fluids of existing and future ground transportation, engineer equipment and ordnance vehicle). MARCORSYSCOM requires three analytical modules in each portable, ruggedized kit: viscosity, chemistry, and ferrous. The three modules should be capable of performing the following no longer than 10 minutes per sample:





  • 40° Celsius Viscosity Test per the ASTM D8092 perform a type of Hele-Shaw, tube, or equivalent test standard at 40°C (±2°C) to measure kinematic viscosity in centistokes (cSt) from 1 to 700cSt without assumption of sample density.







  • 100° Celsius Viscosity Test to generate a 100°C test result by calculating the 100°C viscosity equivalent from the 40°C test using the fluid’s Viscosity Index.







  • Total Acid Number (TAN) Test per ASTM D7889 determine the level of acidity in a fluid sample by determining the amount of Potassium Hydroxide, or equivalent, needed to neutralize one gram of sample fluid and display the results in a milligrams of Potassium Hydroxide per gram (mgKOH/g) format.







  • Total Base Number (TBN) Test per ASTM D7889 to determine the reserve alkalinity in a fluid sample by determining the amount of Potassium Hydroxide, or equivalent, needed to neutralize one gram of sample fluid and display the result in mgKOH/g.







  • Moisture Analysis per the ASTM D7889 to determine the total amount of water in a free, emulsified, and/or dissolved state in a fluid sample and display the results in Parts Per Million (PPM).







  • Additive Depletion Test per ASTM D7889.







  • Determine the amount of anti-wear additives remaining, based as a percentage, in a fluid sample.







  • Perform Glycol Contamination Test per the ASTM D7889 to determine the amount of glycol, based as a percentage, present in a fluid sample.







  • Perform Soot Contamination Test per the ASTM D7889 to determine the amount of soot, based as a percentage, present in a fluid sample.







As of the date of this notice, Ametek Spectro Scientific is the only known manufacturer of EFAS with the capability to combine all required tests into one portable, ruggedized, at-platform fluid analysis system, which can provide real-time results in the vehicle’s operating environment.





The Government contemplates awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ), Firm Fixed Price (FFP) contract, using Sole Source solicitation procedures. The period of performance is a one-year base plus four one-year ordering periods. The solicitation is anticipated to be released May 2025.
