PROJECT DESCRIPTION
The City of Belton is seeking competitive sealed proposals for tourism marketing services
to promote and enhance tourism within the City. The contract shall be for an initial term
of one (1) year, with the option to renew for up to four (4) additional one-year extensions,
said term beginning upon formal approval by the City. The contract will automatically
renew for the additional terms unless either party provides ninety (90) days’ written notice
of its intent not to renew.
Proposers must submit a plan for tourism marketing services that demonstrates a
comprehensive strategy to promote the City as a tourist destination. At a minimum, the
proposal should include deliverables in the following categories:
• Brand Development – Establishing a clear visual and messaging framework.
• Audience Segmentation – Defining target visitor personas and creating itineraries.
• Content Creation – Developing a professional library of photography and video.
• Tourism Website – Launching a distinct, SEO-optimized destination site.
• Social Media – Building branded platforms and implementing regular posting
schedules.
• Graphic Design – Ensuring brand consistency across print materials and
merchandise.
• Advertising – Running targeted, primarily digital campaigns.
• Assessment – Reviewing results and preparing strategies for the following year.

REQUEST FOR PROPOSALS
I. INTRODUCTION
A. General Information
The City of Belton is requesting proposals for Tourism Marketing Services.
There is no expressed or implied obligation for the City of Belton to
reimburse responding companies for any expenses incurred in preparing
proposals in response to this request.
A Project Review Committee will evaluate submitted proposals.
During the evaluation process, the Project Review Committee and the City
of Belton reserve the right, where it may serve the City of Belton’s best
interest, to request additional information or clarifications from proposers or
to allow corrections of errors or omissions. At the discretion of the City of
Belton or the Project Review Committee, companies submitting proposals
may be requested to make oral presentations as part of the evaluation
process. Also, at the discretion of the City of Belton or the Project Review
Committee, past performance reference checks may be made.
The City of Belton reserves the right to retain all proposals submitted and
to use any ideas in a proposal regardless of whether that proposal is
selected. Submission of a proposal indicates acceptance by the company
of the conditions contained in this Request for Proposals unless clearly and
specifically noted in the proposal submitted and confirmed in the contract
between the City of Belton and the company selected.
It is anticipated that the selection of a company will be completed by:
Wednesday January 7, 2026.
Following notification of the selected company(s), it is also anticipated
that a contract will be negotiated between both parties by:
Friday January 9, 2026.
The contract award is anticipated to occur on:
Tuesday, January 13, 2026.
B. Proposal Submittal
To be considered, one (1) unbound original proposal and two (2) bound
copies must be submitted by the time and date indicated herein. The original
signature must be in ink and must be signed by an officer or agent of the
proposing company who is empowered to contractually bind such company.
The proposal must be received by 4:00 p.m. on Friday, December 19,

Proposals that fail to comply with the terms of this RFP may be considered
non-responsive. It is the proposer’s sole responsibility to assure that its
proposal is delivered at the proper time and place of the proposal opening.
Proposals that for any reason are not so delivered will not be considered.
Late proposals will be filed unopened. Proposals by telegram, telephone, e-
mail, facsimile reproduction and transmission will not be considered.
C. Subcontracting
Following the award of the project contract, no additional subcontracting will
be allowed without the express prior written consent of the City of Belton.
II. Scope of Work to be performed
The City of Belton desires the company to provide Tourism Marketing Services for
the City of Belton.
Proposers must submit a plan for tourism marketing services that demonstrates a

III. PROPOSAL FORMAT
The proposal must be received by 4:00 p.m. on Friday, December 19, 2025, and
include the following at a minimum for a proposing company to be considered:
A. Title Page
Title page showing the Request for Proposals subject, the company’s name,
contact name, address and telephone number, e-mail address of the contact
person, and the date of the proposal.
B. Table of Contents
A Table of Contents shall be provided that clearly defines the sections of the
proposal.
C. Detailed Proposal
The detailed proposal should follow the order set out as follows:
1. Company Qualifications and Experience
The proposer should state the size of the company, the location of the office
from which Contractor conducts his business, the number and nature of the
professional staff to be employed on this project on a full-time basis, and
the number and nature of the staff to be so employed on a part-time basis.
2. Projects With Other Clients
For the company’s office that will be assigned responsibility for the project,
list the most significant projects (maximum of 5) performed in the last five
years that are similar to the engagement described in this Request for
Proposals.
3. Project Approach – Detailed plan describing how the firm will deliver the
services outlined above in the “Scope of Work”.
4. Budget/Cost Proposal – Detailed cost for the initial one-year term and any
optional extensions.
