In accordance with Federal Acquisition Regulation (FAR) 5.204, the United States Coast Guard (USCG) intends to solicit for a Fixed-Price and Time and Materials contract to Alpha Marine Services, LLC to acquire ship management and training support services, shoreside training, advisory support, and system stock and outfitting of the Coast Guard Cutter STORIS, an ice capable anchor handling vessel recently acquired by the USCG. The objective of the contract is to operate and maintain an operational surface asset capable of projecting U.S. presence in the Arctic, while training the Coast Guard crew on its operation and maintenance. This solicitation will be issued as a sole-source request in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Alpha Marine Services is the only company that can meet US Coast Guard needs based on the requirements set forth in the Request for information (RFI) Notice ID – 70Z02325ICICC1100.
The USCG uses the Department of Homeland Security Acquisition Planning Forecast System (APFS) to help industry identify procurement opportunities as early in the acquisition process as possible. The US Coast Guard published APFS Record F2025068999 to ensure industry is aware of the planned sole source contract action.
