SCOPE OF WORK & BID SPECIFICATIONS

PROJECT DESCRIPTION
The City of Johnson City is seeking qualified licensed contractors to provide all labor, materials,
supervision, equipment, demoli�on, plumbing, structural support, resurfacing, �le replacement,
and related services necessary to complete renova�ons to the Freedom Hall Pool facility as per
these specifica�ons.
The project generally consists of:
• Replacement of skimmers and associated plumbing
• Replacement of main drains and associated plumbing
• Replacement of return inlets and return piping
• Filter room plumbing modifica�ons and repairs
• Swimming pool resurfacing
• Waterline and pool deck �le replacement
• Racing lane and racing cross installa�on
• Concrete demoli�on and replacement
• Confined space safety compliance within lower pool service area
• Structural support of plumbing systems
• Startup and commissioning services
The work shall be completed in accordance with the atached specifica�ons and all applicable
codes and standards.
PROJECT SPECIFICATIONS
1.01 PROJECT INFORMATION
A. Project Descrip�on
Renova�on of the Freedom Hall Pool facility including plumbing replacement, filtra�on system
modifica�ons, resurfacing, and �le replacement.
B. Site Visit
Mandatory pre-bid site visit June 12th 1pm – 4pm. Contractor’s name must be on atendee list
to be eligible to bid.
C. Ques�ons
All ques�ons shall be submited in wri�ng to the Purchasing Department no later than five (5)
business days prior to bid opening.
1.02 SCOPE OF WORK
Contractor shall furnish all labor, supervision, materials, equipment, permits, tools, disposal,
safety measures, and incidentals necessary to complete the project.
SECTION A – SWIMMING POOL PLUMBING
Skimmers
Contractor shall:
1. Remove ten (10) exis�ng skimmers and all associated exis�ng plumbing.
2. Saw cut and demolish concrete as required for installa�on.
3. Install new commercial-grade skimmers connected to new plumbing systems.
4. Install reinforcing steel to ensure proper structural integrity.
5. Replace and restore concrete to encapsulate new skimmers.
6. Install new plumbing around pool perimeter connec�ng all skimmers.
7. Provide Schedule 40 PVC plumbing.
8. Structurally support all new plumbing systems.
9. Route plumbing back to the mechanical room.
10. Size plumbing appropriately to meet required flow rates and restric�ons.
Main Drains
Contractor shall:
1. Saw cut and demolish concrete required for removal of exis�ng main drains.
2. Remove exis�ng main drains and associated plumbing.
3. Install new 12” x 12” commercial pool main drains and plumbing.
4. Install Schedule 80 PVC plumbing.
5. Route plumbing back to the mechanical room.
6. Install reinforcing steel u�lizing two-part epoxy anchoring systems.
7. Install Bentonite Water Stop systems to ensure water�ght seal between new and
exis�ng concrete.
8. Install new concrete and allow minimum curing period prior to pool resurfacing
opera�ons.
Pool Returns
Contractor shall:
1. Core out thirty (30) exis�ng return inlets.
2. Install new return plumbing through pool walls u�lizing Link-Seal systems or approved
equal.
3. Install new return plumbing connec�ng all return inlets.
4. U�lize Schedule 40 PVC plumbing.
5. Structurally support all new plumbing systems.
6. Route plumbing back to the mechanical room.
7. Properly size plumbing to meet required flow restric�ons.
SECTION B – FILTRATION ROOM PLUMBING
Contractor shall:
1. Remove unnecessary plumbing within filter room.
2. Replace skimmer and main drain valves.
3. Replace return line gate valves.
4. Replace cracked flanges and damaged fi�ngs.
5. Rework exis�ng plumbing and bracing to improve accessibility and opera�onal
efficiency.
6. Provide all supports, hangers, anchors, and bracing required for completed installa�on.
SECTION C – POOL RESURFACING & TILE REPLACEMENT
Contractor shall:
1. Sandblast exis�ng pool surfaces to remove exis�ng coa�ngs.
2. Pressure wash and acid wash pool surfaces.
3. Sound test pool floor and walls to iden�fy failed plaster or delaminated areas.
4. Repair cracked or damaged areas u�lizing high-strength patching materials.
5. Apply cemen��ous bond coa�ng system to ensure proper adhesion.
6. Install ½” to 5/8” of new standard plaster surface.
7. Install new pool deck and waterline �le where missing or broken.
8. Install racing lane markings and racing crosses.
9. Fill pool and add startup chemicals during fill to harden surface and to remove metals of
fill water.
10. Perform cleanup and debris removal.
1.03 SPECIAL CONSIDERATIONS
1. Pool filling opera�ons shall be con�nuous once ini�ated.
2. Contractor shall coordinate startup procedures with Owner.
3. Contractor shall no�fy Owner of water quality requirements prior to fill opera�ons.
