This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.
This is a non-personal services contract to provide services for technical, field level, and logistical support on three (3) current Native American Lands Environmental Mitigation Program (NALEMP) Cooperative Agreements (CAs), two pre-proposals, two development of CA packages, two technical reporting in support of addressing U.S. Department of Defense (DoD) related environmental impacts on Native American lands. The Government shall not exercise any supervision or control over the contract service providers performing the services after approval of methodologies.
The United States Army Corps of Engineers (USACE) is the executing agency responsible to the Assistant Secretary of Defense (Energy, Installations & Environment) (OASD(EI&E)) for execution of the NALEMP through CAs with Tribal Governments within New Mexico. The USACE Albuquerque District is the DoD’s lead organization for addressing Native American issues in New Mexico.
Objectives: Provide technical, field level, and logistical support on all active NALEMP CAs, in support of addressing DoD related environmental impacts on Native American lands.
The Contractor will furnish all services, labor, material, studies, travel, and equipment necessary to provide logistical and technical support associated with three (3) current New Mexico Tribes: Pueblo of Isleta’s NALEMP FY 2024-2026 CA, the Pueblo of Santa Ana’s FY 2025-2027 CA, and the Pueblo of Acoma’s FY 2024-2026 CA. Additionally, tasking includes FY2026 pre-proposal package, FY2026 CA package development and technical reporting for Acoma and Isleta Pueblos.
