ADVERTISEMENT FOR BID
Sealed bids for the HONEY HOLE ROAD (CR-41) PAVING PROJECT in Butler Township
will be received online via the PennBid Program for the County of Luzerne until Monday, July
27, 2026 at 3:00 P.M. (prevailing time). Bid results will be available online at
http://PennBid.bonfirehub.com.
The project work includes milling and pavement resurfacing and related work from SR 309 east
10,300 ft. to Silver Leaf Drive.
PennDOT contractor prequalification required for the work categories included in the contract.
All Bidding Documents are available at no cost at http://PennBid.bonfirehub.com. Contractors
who require assistance utilizing PennBid can contact them by email at info@pennbid.net or call

Bid security shall be furnished in accordance with the Instructions to Bidders.
The following wage rate requirements are applicable to this contract: Davis Bacon Federal Wage
Rates.
Bids will be received for a single prime Contract. Bids shall be on a Unit Price basis as indicated
in the online Bid Form.
Bids will remain subject to acceptance for the period of 90 days, but Owner may, in its sole
discretion, release any Bid and return the Bid security prior to the end of this period.
A pre-bid conference will be not be held for this project.
The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR,
Part 3) issued by the Secretary of Labor are included in the contract documents of this project
and govern all work under the contracts.
Non-discrimination in Employment-Bidders on this work will be required to comply with the
President's Executive Order 11246 and will be required to insure that employees and applicants
for employment are not discriminated against on the basis of their race, color, religion, sex,
sexual orientation, gender identity, or national origin in employment or the provision of services.
In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for
female participation and a 0.6% goal for minority participation in the aggregate on-site
construction work force for contracts in excess of $10,000 as per the notice of requirement for
affirmation action as contained in the contract documents. Attention is called to Section 3 of the
Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and
regulations set forth in 24 CFR, Part 135.

In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the
greatest extent feasible, minority and/or women-owned businesses located in the municipality,
county or general trade area.
The Contractor acknowledges that this project may be subject to the requirements of the Build
America, Buy America Act (BABA) and agrees to comply with all applicable provisions of
federal law, including 2 CFR~200.322, as they relate to the use of domestic materials for a total
contract more than $350,000
