Project Description: Project: Allentown Lead Service Line Replacements, Cycle 3: The Project generally comprises of one thousand (1,000) private side, public side, or full lead service line replacements.
The Work will be performed under two Contracts as follows:
Contract A – General Construction (500 replacements)
Contract B – General Construction (500 replacements)

Sealed Bids will be received by the LEHIGH COUNTY AUTHORITY through PennBid at pennbid.bonfirehub.com, until the following dates and times, at which time they will be opened online and publicly posted on PennBid’s website:
Contract A: August 31, 2026 at 10:00AM
Contract B: August 31, 2026 at 2:00PM
Each Bid must be accompanied by Bid security in the form of a Bid bond (in the required form), or certified check, for ten percent of the Bid total.
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders.
Bids shall remain open for a period of sixty days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
Laws and regulations applicable to this Contract include the following:
Commonwealth of Pennsylvania “Steel Products Procurement Act” – Act No. 3 of 1978 as amended.
Application of American Iron and Steel Requirements to Fiscal Year 2016 Drinking Water State Revolving Funds under the Consolidated Appropriations Act, 2016
Build America, Buy America (BABA) Act (“the Act”). Pub. L. No. 117-58, §§ 70901-52, as amended. Bidders are subject to all applicable provisions of the Build America, Buy America Act as set forth in the Project Manual.
The Contract will be subject to the prevailing minimum wage determination established by the Department of Labor and Industry of the Commonwealth of Pennsylvania and the U.S. Department of Labor Federal Wage Determination Decision; bidders are subject to all applicable provisions off the Federal Davis-Bacon Act Wage Determinations as set forth in the Project Manual.
Pennsylvania Infrastructure Investment Authority (PENNVEST) funding has been requested for a portion of this project.
Financing assistance has been requested from PENNVEST, other state funding sources, and/or other federal financial assistance programs for this Project and therefore all contractors are required to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, et al., through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services and supplies by including state qualified DBE firms in the bidding process. Documentation of the solicitation efforts shall be submitted with the Bid. Failure to submit documentation of the DBE Solicitation may cause a Bid to be rejected.

Questions from Bidders present at the pre-bid conference will be accepted until 4:00 P.M., prevailing time, on August 19, 2026. All questions shall be submitted in writing via PennBid’s Questions feature.
The LEHIGH COUNTY AUTHORITY hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids, to waive any omissions, errors, or irregularities in any Bid, and to accept the Bid which is in the best interest of the Authority.
