Project Description: Scope of Work: The Broward County Transportation Department (BCT) is seeking qualified firms to provide consulting services in support of its Bus Rapid Transit (BRT) Program. The BRT Program is part of BCT’s Premium Mobility (PREMO) Program and includes six corridors totaling approximately 76 miles. The County intends to award contracts to up to three (3) firms to support BCT staff with professional, technical, and project management expertise necessary to advance BRT capital projects through planning, design, procurement, construction, and implementation.

Office of Economic and Small Business Development Requirements: Not applicable to this solicitation.
Conflict of Interest: Work performed by the successful Consultant may be incorporated in subsequent procurements by the County for future implementation. To avoid any actual or appearance of conflict, the successful Consultant (and any subconsultants used by Consultant) may not be eligible to compete for such future services for the County (either as prime or subconsultant) to the extent such services result directly from the Consultant’s deliverables, recommendations, or specifications prepared under this solicitation. Services will be deemed to “result directly” if they substantially rely upon or implement the Consultant’s work product. However, this prohibition will not apply to services or any other work unrelated to the scope of services of this solicitation or to subconsultants whose work performed for the Consultant’s team is wholly unrelated to a proposed scope of services in a subsequent procurement incorporating other work performed by the Consultant in this solicitation, or to subconsultants whose services were administrative, clerical, or otherwise wholly unrelated technical support.
The County reserves the right to review for a potential conflict on a case-by-case basis. Conflicts cannot be identified without a specific identified deliverable that will result in a subsequent scope of work. Additionally, a fact specific scenario would need to be evaluated at the time of preparing a prospective solicitation in order to determine if a conflict exists. In accordance with the foregoing, any individual or consultant or subconsultant entity that performed work to develop this solicitation or will perform work to assist in the evaluation of bids received in response to the solicitation, is precluded from performing any services or any other work outlined in this solicitation, either as a prime or subconsultant. This prohibition may also extend to individuals who materially participated in the preparation of deliverables if their participation in a future solicitation would create an appearance of unfair competitive advantage, as determined by the County on a case-by-case basis.
Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the solicitation requirements. All questions or clarification inquiries must be submitted through BPRO by the Questions due date. The County will respond to questions in BPRO (Messages section).
Submittals: Vendor MUST submit its solicitation response electronically through BPRO and receive a Submission Receipt. It is solely the Vendor’s responsibility to ensure its response is submitted and received through BPRO by the closing date and time. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit in advance of the closing date and time. Refer to the Purchasing Division website or contact support@gobonfire.com for submittal instructions. In the event that the Vendor is having difficulty submitting a document, immediately notify the Purchasing Agent and then contact support@gobonfire.com for technical assistance.
