    RP033-26
    The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified service
    providers for the Provision of Wrecker Services on an Annual Contract with (4) annual renewal options for
    various Gwinnett County Departments.
    Proposals should be typed or submitted in ink and returned in a sealed container marked on the outside with
    the Request for Proposal and Company Name. proposals will be received until 2:50 P.M. local time on
    September 28, 2026 at the Gwinnett County Financial Services - Purchasing Division - 2nd Floor, 75 Langley
    Drive, Lawrenceville, Georgia 30046. Any proposals received after this date and time will not be accepted.

    sided original (designated as the original) and four (4) bound copies of your proposal should be submitted. One
    (1) electronic copy of the technical proposal only should also be included. All copies of the proposal must be
    identical.
    Successful services providers will be required to meet insurance requirements. The Insurance Company should
    be authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best
    rating of A-7 or higher.

    PROVISION OF WRECKER SERVICES
    I. INTRODUCTION
    Gwinnett County is soliciting competitive sealed proposals from qualified Service Providers for the provision of
    wrecker services under a non-exclusive annual contract (with four one-year renewal options) for the removal of
    wrecked, disabled, abandoned, or impounded vehicles on behalf of the Gwinnett County Police Department and
    the Gwinnett County Sheriff's Office (hereinafter collectively referred to as "Public Safety"), and the Gwinnett
    County Department of Support Services Fleet Management Division (hereinafter "Fleet Management").
    Light/medium duty and heavy duty wrecker services are sought for six (6) separate districts for Public Safety.
    These Wrecker Service Districts will coincide with Gwinnett County's six (6) Police Districts. Light/medium and
    heavy duty wrecker services are also sought countywide for Fleet Management. The County intends to make
    awards in the service categories set forth below (each a "Service Category"):
    * Wrecker Services District 1 - Light/Medium Duty
    * Wrecker Services District 1 - Heavy Duty
    * Wrecker Services District 2 - Light/Medium Duty
    * Wrecker Services District 2 - Heavy Duty
    * Wrecker Services District 3 - Light/Medium Duty
    * Wrecker Services District 3 - Heavy Duty
    * Wrecker Services District 4 - Light/Medium Duty
    * Wrecker Services District 4 - Heavy Duty
    * Wrecker Services District 5 - Light/Medium Duty
    * Wrecker Services District 5 - Heavy Duty
    * Wrecker Services District 6 - Light/Medium Duty
    * Wrecker Services District 6 - Heavy Duty
    * Fleet Management - Light/Medium Duty
    * Fleet Management - Heavy Duty
    For each Service Category, the County intends to establish rotational lists of qualified Service Providers for on-
    call, as-needed towing and impound services. The County intends to make multiple awards per Service Category
    where more than one qualified and responsible Service Provider submits a proposal.
    The primary goals of this solicitation are to protect public safety through professional, reliable, and timely
    roadway clearance and to provide safe and professional wrecker services for disabled vehicles. All services are
    subject to applicable federal, state, and local laws, rules, ordinances, regulations, EPA guidelines, and Georgia
    Department of Transportation requirements, including O.C.G.A. Title 40, Chapter 11 (Abandoned Motor
    Vehicles).
    Proposers may submit proposals for one or more Service Category. Award does not guarantee any minimum
    volume of work or contract value.
    II. AWARD AND ROTATION
    The County will make multiple awards under this solicitation for both Fleet Management and Public Safety.
    Selection will be based on the evaluation criteria contained in this RFP. Awarded Service Providers will be placed
    on separate rotation lists as follows:
    * Fleet Management requests will be assigned on a rotating basis among awarded Fleet Management
    Service Providers for each Service Category.

    * Public Safety Service Providers awarded within each Wrecker Service District will be placed on a district-
    specific rotation list for each Service Category and dispatched on a rotating basis.
    The Fleet Management rotation and the Public Safety rotations will be maintained separately. The County
    reserves the right to deviate from any rotation when necessary to meet operational requirements or when
    determined to be in the best interest of the County.
    Two or more wrecker services under common ownership, control, or management (including shared officers,
    owners, addresses, or control) may not hold more than one position on the same rotation list (Fleet Management
    or any single Public Safety Service Category). Service Providers may not trade turns, subcontract rotation calls
    without prior written County approval, or engage in any arrangement that circumvents the rotation order.
    Violation of this provision is grounds for immediate suspension from the affected rotation list(s) and may result
    in contract termination.
    A single office and storage facility may be proposed for more than one Service Category, provided the facility
    meets all location, capacity, and operational requirements for each Service Category proposed.
    The County reserves the right to reject any or all proposals in whole or in part, waive technicalities, and make
    awards deemed in the best interest of the County and its residents.
    III. DEFINITIONS
    * Light Duty Wrecker: A wrecker with a Gross Vehicle Weight (GVW) of 6,000-10,000 lbs.
    * Medium Duty Wrecker: A wrecker with a GVW of 10,001-26,000 lbs.
    * Heavy Duty Wrecker: A wrecker with a GVW of 26,001 lbs. or greater.
    * Proposer: A person, company, or corporation submitting a proposal in response to this RFP.
    * Service Provider: The person, company, or corporation to whom a contract is awarded under this RFP.
    * County: The governing authority of Gwinnett County, Georgia, acting through its duly authorized agents
    and employees.
    * Police District (or Wrecker Service District): One of the six geographic divisions of Gwinnett County used
    by the Police Department for patrol and towing response purposes (currently corresponding to the West,
    South, North, East, Central, and Bay Creek Precincts/Districts).
    * Rotation List: A list of awarded Service Providers for a specific Wrecker Service District or for Fleet
    Management from which dispatches are made in sequential order.
    * In Operation: Maintaining a valid Occupational Tax Certificate for the jurisdiction in Gwinnett County
    where the proposed site is located and actively conducting towing and vehicle storage operations from
    that site in compliance with applicable federal, state, and local laws and regulations.

    IV. MINIMUM QUALIFICATIONS
    Proposers should meet the following requirements at the time of proposal submission and provide any required
    supporting documentation:
    A. Occupational tax certificate(s) showing continuous operation of a wrecker service business under the
    same name for a minimum of three (3) years, of which the last twelve (12) consecutive months shall
    have been "in operation" in the incorporated or unincorporated areas of Gwinnett County.
    B. Current payment of all taxes and fees due to Gwinnett County or other governmental agencies. Any
    Proposer in default of this requirement may be deemed ineligible for award.
    C. Each successful proposer must demonstrate to the County's satisfaction that it has clean environmental,
    criminal, and other compliance histories with state, federal, and local agencies or authorities. By
    submission of a proposal, the Proposer warrants that it (and, in the case of a corporation or other legal
    entity, its advisors, executive and supervisory employees, agents, and representatives) is in good
    standing with all regulatory authorities that may have interests in or jurisdiction over the work or services
    proposed. The Service Provider warrants that no matters pertaining to violations, notices of violation, or
    notices of regulatory concern are pending against it or the persons described above, and that no civil or
    criminal litigation and no enforcement activity (however preliminary) is pending against it or those
    persons. See Warranty attached hereto as Attachment A.
    D. The County relies upon this Warranty and treats the Service Provider as having a special fiduciary duty to
    the County due to the potential for environmental, third-party, and other regulatory liabilities, including
    regulatory criminal responsibility. The Service Provider acknowledges this fiduciary duty and promises a
    high standard of performance and best efforts to protect the public interest. See Warranty attached
    hereto as Attachment A.
    E. The Service Provider must disclose and explain in writing any pending criminal matters associated with
    its business operation, including those involving any person working in a supervisory, advisory, executive,
    agency, or representative capacity. Failure to disclose, or subsequent discovery of material non-
    compliance, may result in the proposal being deemed non-responsive, termination of any award, or other
    remedies. Ongoing disclosure of new matters arising during the contract term is required. See Warranty
    attached hereto as Attachment A.
    F. A minimum of three (3) satisfactory references for contracted wrecker services of similar size and scope
    provided within the past three (3) years, at least one of which should be a government entity. Two (2)
    alternate references are also requested. Alternate references may be contacted if the County is
    unsuccessful in reaching one or more of the references provided on the Reference Sheet. The Proposer
    is responsible for accurate contact information. Non-responsive references will receive no evaluation
    points.
    G. By submission of a proposal, the Proposer affirms that the Proposer is not an employee or elected official
    of Gwinnett County and has not engaged in collusive or anti-competitive conduct.

    V. SCOPE OF SERVICES AND PERFORMANCE REQUIREMENTS
    A. Administrative Requirements
    Service Providers must conduct background checks on prospective drivers and ensure drivers are
    appropriately licensed to drive and perform wrecker services at proposal submission and upon
    subsequent hire. Service Providers must report all personnel changes before new personnel are deployed
    in the service of this contract. Service Providers must also notify the County of any changes in property
    ownership or zoning compliance. Failure to do so may result in contract termination.
    B. Calls for Service
    1. If a call is canceled due to unanticipated circumstances (e.g., driver returns to an abandoned
    vehicle), there shall be no charge to the County.
    2. Contract terms apply only when requests are initiated by authorized County personnel in the
    normal course of business (arrests, removal of traffic hazards, abandoned vehicles, recovered
    stolen vehicles, disabled vehicles with police involvement, Fleet Management requests, or
    emergencies). Vehicle owners in ordinary non-emergency situations may engage a private
    wrecker of their choice; officers will advise police dispatch accordingly.
    C. Response Time and Dispatch
    1. Each wrecker must be equipped with a two-way radio and/or cellular phone maintained on a 24-
    hour basis. Service Providers shall operate 24/7.
    2. Police Light/Medium Duty: arrive no later than thirty (30) minutes from dispatch.
    3. Police Heavy Duty: arrive no later than forty-five (45) minutes from dispatch.
    4. Fleet: dispatch and arrive within four (4) hours of dispatch.
    D. If the designated Service Provider cannot supply the required equipment or meet the response time, the
    County may obtain services from the next Service Provider on the rotation. Repeated failures may result
    in progressive discipline or referral to the Vendor Performance Committee (see Section X, Part C).
    E. Facilities
    1. Service Providers must maintain a business office and storage facility within Gwinnett County,
    properly zoned, clean, secure, and presentable. Regardless of office or storage facility location,
    Service Providers must be able to meet the response times. Minimum storage capacity is 200
    vehicles. Required features include:
    i. 6-foot chain-link fencing with locked gates
    ii. Adequate lighting
    iii. Digital video surveillance of office and all entry/exit points, stored for at least 30 days
    iv. Electronic management system and email capability
    v. Appropriate signage with posted rates
    vi. Paved or packed-gravel open area
    vii. Access to an operable covered automotive lift within Gwinnett County (on-site preferred;
    off-site locations must be disclosed with address, distance, and written agreement if
    applicable)

    2. A minimum of fifteen (15) dedicated spaces in the Service Provider's storage facility shall be
    provided for Public Safety -confiscated vehicles.
    3. Evaluation of facilities will be based primarily on the detailed written description and supporting
    documentation submitted with the proposal. The County reserves the right to conduct a site visit
    or inspection of any Proposer's office and storage facility prior to award, during the evaluation
    process, or at any time during the contract term. Material discrepancies or misrepresentation
    between the submitted description and actual conditions may result in adjustment of the
    Facilities & Operations score, a determination that the proposal is non-responsive, or termination
    of any award.
    F. Equipment
    1. Wreckers must be in working condition, capable of passing Commercial Vehicle Inspection, and
    carry current Georgia registration and ad valorem taxes in accordance with O.C.G.A. 48-5-444.
    2. At all times, each wrecker must be equipped with a base radio and/or each wrecker personnel
    must be equipped with a cellular phone. Systems must be in good working condition.
    3. Each wrecker must carry required safety and service equipment. Each wrecker will be required to
    carry a full complement of service items specified by Federal, State, Local laws, rules, ordinances,
    and regulations such as fire extinguishers, chains, ropes, blocks, skid chains, dollies, stop lights,
    flares, flashers, flood lights, hand tools, lock-out tools, shovels, axes, wrecking bars, brooms,
    major first aid kit, oil absorbent material, and other tools and needs for lifting, extricating, righting
    of wrecked vehicle/equipment, and removal from thoroughfare by towing or carting.
    4. Wreckers and other equipment must be located on the Service Provider's Gwinnett County
    property.
    G. Minimum fleet requirements (own or lease) at proposal submission and continuously thereafter:
    1. Public Safety Light/Medium Duty (per service category/district): Minimum wreckers consisting
    of at least two flatbeds (10,000 GVW), two light-duty/wheel-lift (6,000 GVW), and one medium-
    duty (26,000 GVW). Greater substitution flexibility is permitted (e.g., additional medium-duty
    units may replace light-duty units).
    2. Public Safety Heavy Duty: Minimum two (2) heavy-duty wreckers (26,001 GVW) per service
    category/district, or a demonstrated ability to provide Heavy Duty coverage across multiple
    districts with a total of three (3) to five (5) heavy-duty wreckers.
    3. Fleet Management awards may be considered with lower per-district wrecker minimums. Fleet
    Management: Quantity, location, condition, age, and suitability of proposed Light, Medium, and
    Heavy Duty equipment relative to Fleet needs (including fire apparatus capability); flexibility,
    redundancy, and ability to meet 4-hour response requirements; documentation of ownership or
    leases
    4. Individual wreckers may not be proposed for more than one service category except as set forth
    above.
    H. Personnel
    All towing personnel must possess a valid Georgia CDL with required endorsements (O.C.G.A. 40-5-
    142 and 40-5-150). Full names of all personnel must be submitted (with changes reported within 24
    hours). Background checks are required to be completed by the Service Provider.
    I. Charges and Other Requirements
    Only the rates set forth in the Pricing Schedules in Section XII may be charged. Cash may not be
    demanded. Rates include winching, unlocking, flatbed service, debris removal (when performed with a
    tow), notifications, administration, legal fees, and EPA compliance as needed. Rates must be displayed
    in three-inch letters at the facility. Mileage charges apply only after the first five miles when the vehicle

    is taken to a location other than the Service Provider's storage facility. Glass/debris-only calls are
    charged at the rate shown in the Pricing Schedule with corresponding response times.
    J. The County is not responsible for payment for non-County-owned vehicles. Each vehicle stands as
    security only for charges against that vehicle. Affidavits for forfeiture liens shall be filed in Gwinnett
    County. No personal property or equipment may be removed from towed vehicles except at Public Safety
    request. Thefts or damage must be reported within 24 hours. Abandoned vehicles may be moved only
    for sale within Gwinnett County or at County request.
    K. Each wrecker will carry a broom, and the wrecker driver or assistant will be required to completely remove
    broken glass or other debris when a vehicle is removed from the street. Removing all debris from the
    street and right-of-way is part of the Service Provider's obligation. Removal will be done in such a manner
    as to ensure public safety. Payment for these services is included in the wrecker rates. The only time the
    Service Provider will be allowed to separately bill for glass/debris removal is if there is no tow to be
    performed at the time of request. Otherwise glass and debris removal will be included in the specified
    wrecker rates.
    VI. FLEET MANAGEMENT SPECIFIC REQUIREMENTS
    Initial tows of vehicles and vehicle assistance for Gwinnett County emergency vehicles (excluding fire trucks,
    EOD truck, and SWAT truck) must be provided at no charge. Fleet Management is exempt from mileage fees for
    tows within Gwinnett County boundaries. Mileage fees for tows outside County boundaries follow the Pricing
    Schedule. All Department of Transportation regulations must be followed. Invoices must be submitted directly
    to Fleet Management, 620 Swanson Drive, Lawrenceville, GA 30043.
    Light and Medium Duty vehicles should be towed by flatbed where appropriate; Medium Duty vehicles may be
    flat-towed. Heavy Duty service for fire apparatus up to 11 feet 6 inches tall requires a flatbed rated at or above
    legal GVW; non-fire apparatus may be flat-towed. Response times are as stated in Section V, Part C.
    VII. PUBLIC SAFETY SPECIFIC REQUIREMENTS
    A. Release of Vehicles
    1. Any owner, driver, or other person authorized to claim an impounded or stored vehicle shall
    produce to the Service Provider proper identification (such as, but not limited to: picture ID,
    driver's license, power of attorney, social security card in owner's name, birth certificate, etc.) and
    proper vehicle ownership verification (ownership verification can be established by, but not
    limited to: tag, title, tag registration, bill of sale, traffic ticket, impound sheet in owner's name or
    power of attorney for the said vehicle). No wrecker Service Provider will release any impounded
    or stored vehicle to any individual unless that individual produces identification and verification
    as to ownership of the said vehicle. (O.C.G.A. 40-11-1 through O.C.G.A. 40-11-21) The Service
    Provider is not expected to allow owners to view or make inspection of the vehicle after normal
    business hours. However, the Service Provider is expected to have adequate staff available to
    release the vehicle on a 24- hour basis on any day during the contract period.
    2. No vehicle which is impounded or stored with a written hold request issued by a representative
    of the Gwinnett County Police Department or the Gwinnett County Sheriff's Office will be released
    without authorization from the requesting representative.
    B. Inventory at Scene and Service Provider's Responsibility for Personal Property
    Service Provider is responsible and liable for all vehicles and properties hauled, towed, or stored under
    this contract, including all equipment and contents thereof and shall indemnify and hold harmless the
    County against all claims for damages to any vehicle and/or property hauled, towed, or stored under this

    contract. Any thefts or damage to or from impounded or stored vehicles or equipment will be reported to
    the Gwinnett County Police Department within 24 hours of discovery of the theft. A police incident report
    will be rendered.
    C. Removal of Cargo
    When directed by Police to remove material from a street which is part of a load being trucked over the
    thoroughfare, the Service Provider may remove, or subcontract for the removal of the material to a
    location designated by Gwinnett County Police Department as directed and charge the rate as stipulated
    under contract for such services.
    VIII. PUBLIC SAFETY WRECKER DISTRICTS
    Wrecker services for public safety are requested by Police District and/or the Sheriff's Office. District boundaries
    correspond to current Police Precincts/Districts and are subject to change during the contract term in correlation
    with Police District adjustments. A single office and storage facility located within Gwinnett County may support
    proposals for more than one Wrecker Service District, provided the facility meets all capacity, security, and
    operational requirements applicable to each District proposed. Proposers should refer to the enclosed County
    map and list of municipalities for boundary clarification.
    Service Provider will be requested to respond to calls for service in accordance with the Police District/Wrecker
    Service District and service category (i.e. light/medium or heavy duty) of the requesting officer. Example: If Police
    District 1 makes a request for a light/medium duty wrecker service, call would be placed to the Wrecker Service
    District 1 Service Provider for light/medium duty wrecker services; if Police District 2 makes a request for heavy
    duty wrecker service, call would be placed to the Wrecker Service District 2 Service Provider for heavy duty
    wrecker services. Dispatch will make every attempt to dispatch based on the terms of this solicitation.
    For municipalities in which Gwinnett County provides police services, wrecker service dispatch will be according
    to the district within which the municipality lies. The municipalities of Auburn, Braselton, Duluth, Lawrenceville,
    Lilburn, Loganville, Norcross, Snellville, and Suwanee maintain separate police departments and the need for
    wrecker services by these departments within these municipalities is not governed by this contract.
    District 1:
    This District is bounded on the north by the Chattahoochee River to Holcomb Bridge Road, along the Fulton
    County line to Winters Chapel Road to Jones Mill Road to the DeKalb County line.
    On the west by DeKalb County line.
    On the south by Hwy 29 (Lawrenceville Highway) from the DeKalb County line to Beaver Ruin Road.
    On the east by Beaver Ruin Road from Highway 29 across I-85 to Satellite Blvd, Northeast on Satellite Blvd
    to Pond Road to Simpson Circle, North on Buford Hwy to City limits of Duluth to N. Berkeley Lake Road to the
    Chattahoochee River/County Line.
    District 2:
    This District is bounded on the north by Scenic Highway (Highway 124) to Sugarloaf Parkway (Lawrenceville
    City Limits) to Highway 29.
    On the west by Highway 29 from Sugarloaf Pkwy to the DeKalb County line.
    On the south by the Dekalb/Rockdale County lines.

    Industrial Boulevard to Suwanee Dam Road.
    On the west by Beaver Ruin Road from Highway 29 (Lawrenceville Highway) to Satellite Boulevard North on
    Satellite to Pond Road to Buford Highway North on Buford Highway to City limits of Duluth up to the City
    limits of Suwanee.
    On the south by Hwy 29 (Lawrenceville Hwy) at Beaver Ruin Rd. North to the City limits of Lawrenceville.
    On the east by Lawrenceville Suwanee Road from Peachtree Industrial Boulevard to Interstate 85 (I-85) to
    Lawrenceville Suwanee Road and Duluth Highway to SR316.
    District 6:
    This District is bounded on the North by way of Papermill Road to Martins Chapel Road to Brooks Road to
    Harbins Road to the Barrow County Line.
