Summary

Zone 7 Water Agency desires to hire a qualified and reliable consultant to provide guidance and assistance to the Zone 7 Flood Protection Engineering and Executive Management teams, including flood risk management initiatives, navigating regulatory requirements, and enhancing long-term system resilience. . Proposals must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/zone7water , no later than 2:00 pm on Friday, July 3, 2026 .



Background

Zone 7 Water Agency provides regional flood protection services for the Livermore-Amador Valley. The Agency is responsible for planning, designing, constructing, and maintaining the flood control infrastructure to reduce flood risk, protect public safety, and ensure reliable flood protection. To support these efforts, the Agency is advancing key initiatives including a comprehensive Flood Management Plan (by others), a Flood Asset Management Program (by others), and evaluation and development of a Low Impact Development (LID) program strategy.

To support these and related efforts, Zone 7 is seeking highly experienced flood management consulting services, including strategic, technical and programmatic oversight to provide guidance and assistance to the Zone 7 Flood Protection Engineering and Executive Management teams, including flood risk management initiatives, navigating regulatory requirements, and enhancing long-term system resilience.

This is a Master Agreement for a three-year term. Tasks 1 and 2 will be authorized and directed by Zone 7 upon contract execution, while Task 3 services will be provided on an as-needed basis in response to emerging priorities and Agency requests. Zone 7 makes no guarantee as to the actual volume of services requested for Task 3.
