1. INTRODUCTION AND INTENT
The Metropolitan Airport Authority of Rock Island County (the Authority) is soliciting proposals
from qualified vendors to furnish and install Audio Visual (AV) components such as LED
screens, LCD Displays, and other components identified in this RFP.
This RFP is broken into sections to identify the different areas the Authority is seeking
equipment for, and to align them with their anticipated installation dates. This RFP is designed
in a non-exclusive way so that interested parties may submit proposals for one, multiple, or all
sections of the proposal.
2. PROCUREMENT SCHEDULE (TENTATIVE)
RFP Issued: August 14, 2026
Questions Due: August 20, 2026 4:30PM Central
Addenda Issued: August 21, 2026
Proposals Due: September 2, 2026 4:30PM Central
Anticipated Award: September 22, 2026
Phased Installation Schedule by Area:
Departure Walkway Video Display: Mid-October 2026
Baggage Hallway Mosaic Display: Mid-March 2027
Board Room Technology Components: Mid-March 2027
Monocoupe Video Display: Mid-October 2027
Supplemental Advertisement and FIDS Displays (Box Sale): Ongoing, procured as
needed between Mid-October 2026 and Mid-October 2027. Vendors shall provide
estimated lead times as part of their proposal.
This schedule merely serves as a guide and the Authority reserves the right to change this
schedule at any time.
Questions regarding this RFP should be directed to RFPs+AV@qcairport.com and be submitted
no later than August 20, 2026 at 4:30PM. No individual at the airport should be contacted
outside this email and timeline for information regarding this RFP, and any such action may
negatively impact that vendor’s standing regarding the selection process. Answers to any
questions will be posted on the website by August 21, 2026.

Central. Only written responses in the following computer document formats will be
accepted: Microsoft Word (DOCX), Adobe PDF (PDF).
RFP respondents will be contacted after September 2, 2026 for any supplemental information,
demonstrations, etc., if necessary. All respondents will be notified of standing no later than the
Anticipated Award date above.

3. BACKGROUND AND EXISTING CONDITIONS
The Metropolitan Airport Authority of Rock Island County, IL owns and operates the Quad Cities
International Airport (MLI). The QC Airport is currently undergoing construction as part of Project
GATEWAY to modernize and improve the terminal and passenger experience. As part of this
project, several areas have been identified for video displays for uses including but not limited to
FIDS display, advertising, and visual aesthetics. A series of renderings and a walkaround video
can be found on our website here.
Areas addressed under this RFP include:
Monocoupe Video Display
Departure Walkway Video Display
Baggage Hallway Mosaic Display
Board Room Technology Components (Box Sale with Optional Bid for Labor)
Supplemental Advertisement and FIDS Displays (Box Sale with Optional Bid for Labor)
The Authority seeks solutions that improve passenger experience, wayfinding, terminal
branding, and information delivery, while integrating cleanly with existing terminal infrastructure.
4. BID STRUCTURE AND SUBMISSION OF PARTIAL
PROPOSALS
This RFP is divided into five (5) independently biddable areas (each, an “Area”):
Area 1 Monocoupe Video Display
Area 2 Departure Walkway Video Display
Area 3 Baggage Hallway Mosaic Display
Area 4 Board Room Technology Components (Box Sale with Optional Bid for Labor)
Area 5 Supplemental Advertisement and FIDS Displays (Box Sale with Optional Bid for
Labor)
Proposers are not required to bid on all Areas. A proposer may submit a proposal for any single
Area, any combination of Areas, or all Areas. Each Area shall be priced separately using the
corresponding worksheet in Exhibit B, and each Area's compliance matrix in Exhibit A should be
completed only for the Area(s) bid.
Each Area will be evaluated independently using the scoring rubric in Exhibit C. The Authority
reserves the right to award each Area to a different vendor, award multiple Areas to a single
vendor, award some Areas and not others, or reject any or all proposals, in whatever
combination best serves the Authority's interests.
Proposers bidding multiple Areas may identify any pricing efficiencies that would apply if
multiple Areas are awarded to the same vendor. Any such combination pricing must be itemized
in addition to, not in place of, the independent per-Area pricing in Exhibit B.

The following requirements apply across all five Areas unless otherwise noted in the Area-
specific scope in Section 6:
