SECTION I REQUEST FOR PROPOSALS (RFP) GENERAL INFORMATION
A. Notice
Raleigh-Durham Airport Authority (the "Authority" or "RDU") invites proposals from qualified
contractors may also interchangeably referred to as "Contractors," "Offerors,"
"Respondents," "Bidders," "Proposers," "Vendors," and/or "Consultants" throughout this
RFP) provide all labor, supervision, equipment, tools, supplies, consumable products,
chemicals, uniforms and all other items necessary or proper for, or incidental to, performing
janitorial and high reach cleaning services in the facilities and areas detailed in this document
and located at the Raleigh-Durham International Airport (RDU). The Authority is seeking a
consultant whose combination of experience and expertise will provide timely and cost-
effective services to the Authority.
The Authority's intent is to award a multi-year contract to a single firm to provide the
requested services.

The Raleigh-Durham Airport Authority operates Raleigh-Durham International Airport (RDU),
a thriving transportation hub located in the Research Triangle region of North Carolina. The
Airport Authority is owned by four local government entities - the City of Durham, the City

of Raleigh, Durham County and Wake County. RDU is governed by the eight-member Raleigh-
Durham Airport Authority Board, with two members appointed by each local entity.
RDU is an international gateway that connects more than 15 million passengers to
destinations around the world each year. The airport powers the region's economy with a
$24 billion annual economic impact, supporting nearly 140,000 local and regional jobs and
generating $1.3 billion a year in tax revenue for state and local governments.
Air carriers fly to over 80 domestic and international destinations from RDU. Alaska Airlines,
Avelo Airlines, Breeze Airways, Southwest Airlines, Spirit Airlines and Sun Country Airlines
operate out of Terminal 1. Terminal 2 accommodates Aer Lingus, Aeromexico, Air Canada, Air
France, American Airlines, Bermudair, Copa Airlines, Delta Air Lines, Frontier Airlines,
Icelandair, JetBlue Airways, Lufthansa, WestJet and United Airlines.
RDU is growing to meet the region's air service needs by undertaking a capital campaign that
will transform its infrastructure while adding amenities that will elevate every aspect of the
travel experience. J.D. Power consistently ranks RDU in the top five for passenger satisfaction
among large airports in North America.

1. Pre-Proposal Meeting
Due to the importance of all Offerors having a clear understanding of the
specifications and requirements of this solicitation, a NON-MANDATORY Pre-
Proposal conference of potential Offerors will be held on the date specified in the RFP
Schedule. While attendance is not required, offerors are strongly encouraged to
attend and participate. Your failure to attend will not relieve the Contractor from
responsibility for estimating properly the difficulty and cost of successfully performing
the work, or for proceeding to successfully perform the work without additional
expense to the Authority.
After the Pre-Proposal meeting, there will be an opportunity for a site visit. Please
RSVP for the site walk by emailing Jamel Alston (attendance for the site walk should
be limited to two employees per company). If the Authority needs to set up additional
days for site walks we will do that.
If you would like to participate in the Pre-Proposal Meeting, email Jamel Alston for
instructions no later than Tuesday, June 30, 2026, at 2:00 PM. Note in the Subject
Line: "Janitorial Services Pre-Proposal Conference Instructions".
2. Questions
All questions and any correspondence in regard to this RFP shall be directed in
writing to the Authority's Point of Contact by e-mail. Only inquiries in writing will be
accepted by the Authority, and only written responses will be binding upon the
Authority. There shall be no communication with the Authority regarding this RFP
unless otherwise directed by the Authority's Point of Contact identified above. **NO
PHONE CALLS**.

All answers to inquires will be posted on the primary website referenced above. It is
the responsibility of all Offerors interested in submitting responses to this RFP to
monitor the website for responses to questions, change of schedule, addenda,
announcements, and other procurement information.
Written questions concerning the RFP will be received via e-mail only until the Due
Date for Questions specified in the schedule above by the Authority's Point of
Contact. Please insert "Questions - 554-206-0012" as the subject for the email. The
Authority will prepare responses to all written questions properly submitted and
post the responses as an Addendum on the primary website referenced herein. Oral
responses are not binding upon the Authority.
B. Proposal Format and Content
Offerors are to submit their information addressing qualifications, expertise, competence and
capability. The proposal submission shall be limited to no more than 100 pages maximum,
not including the required forms and appendices (appendices should be used for
supplemental material only). Proposals should use a minimum of size 12 pt. font on 8 12" by
11" paper, please limit the number of 11" by 17' (this will be counted as one page). The
submittal must address and include:
1. Statement of Interest. The statement of interest should identify the Offeror and state
general information the Offeror wants to include regarding the Offeror's business
organization. At a minimum, the statement must include the name, principal address,
Federal Tax ID Number, telephone #, facsimile number and email address of the
Offeror. Offeror should acknowledge that Offeror will comply with all the terms and
conditions set forth in the RFP, unless otherwise agreed upon by the Authority.
2. Executive Summary. Executive Summary should contain an outline of Offeror's
general approach to the provision of services in addition to a summary of Offeror's
qualifications to engage in a professional service relationship with the Authority. It
should clearly communicate why the Offeror would be the best-qualified Contractor
for the Authority and include a concise description of your approach for delivering the
services being solicited in this contract. Include commentary regarding your firm's
knowledge of an experience in providing services in an airport, or other similar
environment, and what your perceived challenges are and your planned solutions to
overcome those challenges.
3. Firm Overview and Experience. A statement of qualification of the Offeror including
relevant work samples. The Offeror must demonstrate that it and its key personnel

have had active, satisfactory experience with, and responsibility for, the day-to-day
management and operation of services similar to those proposed by this RFP. Include;
a. name(s) and qualifications of any subcontractor that will perform 10% or more
of the value of the contract;
b. location of corporate office(s);
c. number of years in business;
d. web site address(es);
e. size (total number of employees) and organizational structure of your entity;
and
f. who is on your Leadership Team.
g. Prepare a description of projects and work experience of the firm which is
similar to the work described in the Scope of Work or which the Offeror
believes would be relevant in evaluating its capabilities to perform the work.
At a minimum, the following information should be included as appropriate to
the Scope of Work;
a. Project description and scope;
b. Location;
c. Owner name, address, current contact person, and telephone number;
d. Proposed schedule vs. Actual;
e. Proposed budget vs. Actual;
4. Key Staff. Provide a corporate organizational chart and resumes of key officers and
managers, including those who would have direct responsibilities relating to this
contract (resume or curriculum vitae may be attached in an appendix). Also include
their position title, and length of employment. Provide maps indicating key corporate
locations and geographical service areas. Include similar information regarding
proposed subcontractors and the services they will provide. If an individual will not
be assigned to the project on a full-time basis, indicate the percentage of time that
person would be dedicated to work on the project. Key personnel identified in this
Proposal are expected to remain assigned to this project for the term of the contract.
If proposed personnel become unavailable, the Contractor must provide someone
who has similar experience. The Authority must accept the replacement prior to that

individual starting work. Offeror should also provide current office addresses for each
individual named.
List all subconsultants, if necessary and provide a description of the qualifications of
each subconsultant retained to perform work under this contract. Include the type of
work that will be assigned to each subconsultant, and the estimated percentage of
the total contract value that each subconsultant will perform.
5. Approach. Please provide a description of the level of service and support that will be
provided to the Authority. The descriptions should include the proposed effort for
completing the work and the methods Offeror would use to coordinate its work with
other consultants whose work must interface or connect with work performed by
Offeror. Examples of deliverables that will be expected to be seen in your approach
include, but are not limited to (please look at the "Proposal Deliverables" attachment
for more information):
a. Restroom Construction Mitigation Plan
b. Workforce Transition Plan
c. Subcontracting Plan
Discuss Offeror's understanding of the proposed Scope of Work; the complexity,
challenges and problems involved in planning and performing that work; approaches
and philosophy for dealing with problems; sensitivity and experience dealing with key
issues and any additional issues or matters relating to the Scope of Work that the
Offeror believes should be addressed.
The offeror must provide a plan for how staff members will be deployed and how
tasks will be scheduled to meet the Authority's cleanliness standard day to day.
Describe any perceived challenges and the proposed plan to resolve them.
6. Contract Schedule. Prepare a contract schedule, timeline, and a description of the
Offeror's method of commencing the contract (30-60-90 schedule).
7. References. A listing of no more than five (5) clients who can attest to their
satisfaction for similar and relevant services requested in this solicitation. The clients
listed should have had significant involvement by key personnel indicated above.
Please include the name, telephone number, email and physical address of the client,
along with the scope of services provided by the firm.

8. Communications. Detail how the Offeror communicates with its clients.
9. Discuss any other capabilities that the Offeror believes address this RFP, and any
particular aspects of its organization or Proposal that, by way of background,
experience, unique qualifications, or other basis, sets this company (team, etc.) apart
from the competition in its ability to accomplish this particular scope of work.
10. Safety Program - Provide a narrative and supplemental materials that describe your
Firm's Safety Plan.
11. Hospitality Training - Provide your comprehensive customer service / hospitality
training program.
12. Green Cleaning - Provide a narrative and supplemental materials that describe your
firm's green cleaning program and how it will be incorporated into the Authority's
contract.
13. Quality Assurance Plan - Include details regarding how quality assurance inspections
will be conducted, and issues resolved.
14. Technical Advantages - Provide a narrative and supplemental materials that describe
any technical advantages that your firm has to offer that may add value to the services
provided.
15. Other Relevant Information. Provide additional information that will assist the
Authority in the selection process. This section should house your narratives and
supplemental materials for Section 12 of the Performance Work Statement
"Additional World Class Services".
16. Required Forms - Section XXI. Offeror must complete all RFP Forms and items
requested.
17. Small Business Program Requirements. Offeror must complete the Small Business
Program Requirements as per Section VI.
