Description:

Asotin County is soliciting Requests for Qualifications (RFQs) from consulting firms to assist with energy benchmarking, energy auditing, and compliance documents required by the Clean Building Act. This scope of work is to be determined after the selection of the consultant but at a minimum includes the Asotin County Courthouse, 135 2nd Street, Asotin, WA, 99402, and the Asotin County Justice Complex, 2950 6 th Ave, Clarkston, WA, 99403. The selected service provider shall furnish all labor, equipment, materials, and supervision necessary to perform operations required by The Clean Buildings Act.

All responses will be reviewed for selection. Interviews of short-listed respondents may be scheduled. Asotin County reserves the right to amend the terms of this RFQ, issue addenda, or withdraw the RFQ at any time, regardless of the time and effort expended by respondents.

Qualifications:
•        One-page letter of interest including primary contact email/phone number, office location(s), small and/or disadvantaged business identification and expressed interest in this project.
•        One-page narrative as to firm’s areas of expertise, particular abilities, and qualifications related to this project.
•        Resumes of key personnel to be assigned to this project.
•        Similar project experience.
•        Reference contact information.
•        Current workload/ability to perform this work.

Evaluation Criteria

1.        Specialized experience or technical expertise of the personnel
2.        Current work being performed regarding HB1257 (The Clean Buildings Act).
3.        Capacity of the organization to perform the work.
4.        Familiarity of the organization with this type of project.

Submit RFQ materials electronically (PDF format preferred) via email to: kwinger@asotincountywa.gov. No later than 4:00 p.m. Pacific Time on Monday February 17th, 2026. Submittals received after this date and time will not be accepted.

Email questions to kwinger@asotincountywa.gov. To ensure adequate time for response, questions are due by February 11, 2026. Responses to questions will be posted on February 13, 2026.
All SOQ will be treated with confidentiality prior to award. After award of the submission, the submission will fall under the requirement by Washington State law (Chapter 42.17 RCW) that obligates the County to make the document available for public inspection, if requested.

Asotin County reserves the right to reject any or all responses to this RFQ. No fees or expenses will be paid or provided for costs associated with the preparation of any response. Information and/or material received in response to this RFQ will not be returned.
