PUBLIC NOTICE OF REQUEST FOR PROPOSAL
CITY OF EFFINGHAM, ILLINOIS
Proposals will be received by the City of Effingham, Illinois, at the office of the City Administrator,
City Hall, 201 East Jefferson Avenue, Effingham, Illinois, 62401, until TUESDAY, February 17,
2026, at 2:00 P.M., for the following:
PURCHASE & DEVELOPMENT PLAN FOR “AS IS”
RESIDENTIAL PROPERTY
HERITAGE AVENUE, EFFINGHAM, ILLINOIS
Parcel Identification Number (PINS): 03-11-020-128
Developers and interested parties are invited to submit sealed proposals for the purchase of the
property, and to propose a plan for residential development of the property located in the City’s
corporate jurisdiction. The land is owned by the city and is the site of undeveloped property.
The City will make the property available for inspection by interested parties upon request and
by appointment. An inspection of the property can be arranged by contacting Steven W. Miller, City
Administrator, 201 East Jefferson, Effingham, Illinois 62401, telephone: (217) 342-5300, ext. 5314.
The goal of the RFP is to ensure that the chosen proposal will be compatible with the City’s
objectives of a grant received to revitalize valuable residential land, creating new development in
relationship to the surrounding community, accommodating the needs of the community and
fostering additional new development in the area.
The RFP may be obtained only at the office of the City Clerk, Monday through Friday between the
hours of 7:30 a.m. and 4:30 p.m. local time. You may not respond with an electronic submission. All
proposal documents must be submitted in a sealed envelope.
The City of Effingham, Illinois, reserves the right to reject any and all proposals and to waive
technicalities. The City of Effingham, Illinois, in accordance with the provisions of Title VI of the
Civil Rights Act of 1964, hereby notifies all bidders that it will affirmatively insure that the
acceptance of any proposal pursuant to this notice will be without discrimination on the grounds of
race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical
disability unrelated to ability, familial status or sexual orientation.
