PUBLIC NOTICE

COOPERATIVE PROCUREMENT

Notice is hereby given that the City of Albany intends to enter into a contract with Meridian to purchase safety

barriers and related equipment. The City intends to make this purchase through the U.S General Services

Administration (GSA) Advantage Multiple Award Schedule Cooperative Purchasing Program pursuant to ORS

279A.220. The Cooperative Purchasing Program allows state and local governments to purchase eligible

products and services from contractors awarded contracts through GSA’s competitive procurement process.

The purchase is approximately $60,000.00.

As a participant in GSA Advantage, the City of Albany will benefit from access to a broad range of competitively

priced products and services, including the barriers and safety equipment, leveraging the federal government’s

negotiated pricing and streamlined procurement process. The purchase will be made under an existing GSA

Advantage contract. The purpose of this notice is to provide information to the public and to give interested

persons an opportunity to submit written comments.

Any person may submit comments specific to this notice within seven days of the date of this public notice.

The protest shall provide a detailed statement of the legal and factual grounds to support the protest,

demonstrate how the procurement process is contrary to law, and the relief requested. Protests shall be handled

pursuant to OAR 137-046-0470 and ORS 279A.225.

Written protests must be delivered to Lara Raggon, Contracts and Procurement Manager, in the Finance

Department of the City of Albany no later than 12:00 p.m., Tuesday, August 18, 2026. Written protests received

after the closing date and time are late and will not be considered. Protests must be submitted by email to

procurement@albanyoregon.gov.

This notice is given in accordance with provisions of the Oregon Revised Statutes, 279A.200 to 279A.225, and

Oregon Administrative Rules, 137-046-0400 to 137-046-0470.
