NCAP Pedestrian Protection (PedPro) Testing Services

Set-Aside: None — Full and Open Competition.



Anticipated Contract Type: Multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ), Firm-Fixed-Price, with fixed unit prices per test/CLIN and estimated/optional quantities ordered by task/delivery order (FAR 16.504/16.505).



Period of Performance: Five (5) 12-month ordering periods, plus an Option to Extend Services (FAR 52.217-8) of up to six (6) months, and an Option for Increased Quantity (FAR 52.217-6).



Place of Performance: Contractor's test facility (off-site). Washington DC



Description of Requirement:



NHTSA's New Car Assessment Program (NCAP) requires pedestrian protection impact testing on production motor vehicles. The Contractor(s) shall perform test-procedure evaluation; impactor qualification (headform, Flexible Pedestrian Legform Impactor (Flex-PLI), and upper legform); and pedestrian headform, Flex-PLI, and upper-legform tests on assigned vehicle models, in accordance with the NCAP Crashworthiness Pedestrian Protection Test Procedure, together with related qualification, reporting, and optional cyclist/aPLI testing. The Government intends to make multiple awards and to issue firm-fixed-price task/delivery orders for testing as vehicle models are assigned.



Evaluation:



Award will be made on a best-value tradeoff basis considering the following technical factors — (1) Technical Plan, Quality Assurance Management Plan, and Test Procedures; (2) Facilities and Equipment; (3) Organization and Personnel Qualifications; and (4) Past Performance and Prior Experience - and price. The technical factors, combined, are more important than price.

The solicitation (RFP) will be posted on SAM.gov Contract Opportunities (https://sam.gov) on or about 8/28/2026, with quotations/proposals due on or 9/14.
