NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham WA 98225 for purchase and installation of the following:

2025 HMGP Demolition and Site Cleanup

UNTIL: 2:30 PM Tuesday, September 23 30, 2025 (Extended in Addendum 1)

At which time and place the bids will be opened (virtual via Zoom), and read aloud. All bidders and any other interested persons are invited to watch the virtual bid opening via Zoom. Late submittals will not be considered.

The Whatcom County Flood Control Zone District requests sealed bids for the 2025 HMGP Demolition and Site Cleanup, FEMA HMGP DR-4481-WA, Project No. 19082242. This project provides for demolition and removal of all the above ground structures and foundations, on five (5) properties. Work will also include the asbestos abatement, septic system abandonment, removal of asphalt and concrete driveways and slabs, removal of fencing and landscape materials, exploration activities relating to suspected heating oil tanks, removal and abandonment of encountered utilities, debris, and garbage disposal, site grading, site restoration, and all other related work, as further described in the bid documents.

A mandatory pre-bid meeting will be held at 10:00 AM, Thursday September 18, 2025 at 7463 Emerson Rd, Everson (Parcel #4004312891650000). Only bidders who register at the mandatory pre-bid meeting will be qualified to submit bids.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities. Whatcom County encourages disadvantaged, minority, and women owned firms to respond.

The Whatcom County Flood Control Zone District in conjunction with Whatcom County, in accordance with Title VI of the Civil Rights Act of 1964, (42 U.S.C. 2000d et seq.) and Title 2 Code of Federal Regulations Part 200.321(b)(1)-(5), hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, small and minority businesses, women’s business enterprises, and labor surplus area firms as defined at 2 CFR, will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
