Purdom Tank One Recoating

Project Description: This specification establishes technical requirements and guidelines for the complete removal of the existing lead‑containing exterior coating system under full containment, along with interior and exterior surface preparation, coating application, inspection, and project closeout for Tank No. 1 located at the Purdom Generating Station. Work also includes necessary chime repairs and coating.
The City of Tallahassee is soliciting bids to complete coating of Tank No. 1 to address rusting and peeling that has occurred on both the top and sides of the tank. Work includes preparation of the tank and recoating as per primer/coating manufacturer recommendation, to include chime repairs as needed and relabeling of tank. The City has evidence that the primer/coating currently on the tank contains lead.
Tank No. 1 is a carbon steel storage tank measuring 60 feet in diameter and 42 feet in height. The fixed roof includes a vent, manway, and several capped nozzle penetrations. The tank shell includes piping penetrations, a manway, and an external stairway. All such features are to be included in the coating scope. For piping penetrations, recoating shall extend outward from the tank to the first encountered flange gasket, except for the overflow piping, which shall be fully coated.
It is not the Owner's intent to specify all code and technical requirements with regard to recoating of the tank or containment, nor to set forth those requirements covered by applicable codes and standards. The Contractor shall provide a quality service and quality product which meets or exceeds relevant codes, standards, and coating/primer manufacturer recommended procedures and neither the omission nor the deficiency of any item in this Specification shall relieve the Contractor from this responsibility.
