1. Background

Healthcare facilities are required to maintain a comprehensive fire safety program to protect patients, staff, and visitors. The Joint Commission s Environment of Care (EC) standards, including EC.02.03.03 and EC.02.03.05, mandate that organizations develop and implement a fire response plan, conduct regular fire drills, and ensure staff competency in fire safety procedures. These standards emphasize that staff must understand and execute critical actions during a fire emergency, such as Rescue, Alarm, Confine, and Extinguish (R.A.C.E.) and proper extinguisher use following the Pull, Aim, Squeeze, Sweep (P.A.S.S.) method. Compliance with these requirements is essential for accreditation and patient safety, as drills and training have been shown to improve staff readiness and response during actual emergencies. The implementation of a dedicated R.A.C.E. and P.A.S.S. training system supports these standards by providing realistic, hands-on instruction that reinforces life safety protocols and ensures adherence to NFPA 101 Life Safety Code and Joint Commission expectations for emergency preparedness.

2. Scope

The contractor shall provide a digital fire extinguisher training system, laser facilitated equipment trainer designed for comprehensive fire safety instruction. The system shall enable training on all three classes of fire (A, B, C) and offer multiple levels of difficulty to accommodate various skill levels.

The requested training package shall include all components, or equivalent, of a system with expanded capabilities for emergency response training evolutions. The complete package shall include:

(1) Simulated Fire Training Vision Panel
(1) Utilization equipment for remote setup, user manual, and power supply/cables
(1) Panel Transport Case
(1) 5lb Dry Chemical Laser Extinguisher
(1) RACE Station Kit with charger
(1) Extinguisher Transport Case
(1) Emergency Response Station Kit with transport cases

3. Requirements

Contractor Responsibilities:

Delivery of equipment and components

All materials, shipping, and labor costs included
Government Responsibilities:

Provide delivery location.

4. Performance Period

Delivery: Within 8 weeks from the award date.

Period of performance concludes upon successful delivery of Equipment.

This is a one-time firm-fixed-price purchase for emergency preparedness equipment. There are no option years.
