The City of Grand Forks is seeking a qualified contractor to design, supply, and install a turnkey HVAC system modification to the Public Works Facility (PWF) located at 724 N 47th St. including all required demolition, mechanical, installation work, and roofing work. The work shall also include any required subcontractors, system temperature controls, power and control wiring, painting, cranes, permits, bond and insurance costs. It should also include any costs that may be assessed for owner training. Work will need to be coordinated with the installation of a new roof in 2026.
Background:
The two existing heating, ventilation, and air conditioning (HVAC) systems at the PWF building have become problematic requiring numerous expensive repairs to keep the systems operational. Ongoing maintenance is no longer feasible to keep the system running efficiently. The City is looking to replace both (Qty. 2) HVAC units. The units must meet the following criteria:

Equal size and/or capacity to meet current equipment outputs.

Verify duct smoke detection on equipment 2000 cfm or larger. If not present, duct smoke detection shall be added on return side or within unit in accordance with manufacturers listing and report back to fire alarm control panel if applicable.

New roof top units shall have economizers and set to minimum outside air requirements for the space.

Units shall have hail guards.

Units shall be commercial Roof Top Units.

Units shall be provided with service outlets. (Unless they are present on roof within 25' of equipment)
Project Characteristics and Considerations:

Remove and discard existing air HVAC units and any components that are no longer needed.

Any existing ductwork, including air intakes not used by the new system will be removed.

Install roof top units (RTUs) with adequate tonnage capacity.

Verify existing precast double tee roof load bearing capacity to accommodate any proposed roof penetrations and weight of proposed RTUs and related roof-mounted equipment and peripherals.

All roof mounted equipment and penetrations will be sealed properly in a way that is easily replaceable.

Specify the roof load capacity is reviewed by a structural engineer

The proposal will emphasize energy efficiency in an effort to reduce heating and cooling costs.

The units will need to continue to heat/cool the current zones and shall work with existing controls.

Provide an alternate for the City to consider replacement of existing controls. Control must be compatible with current system.

Installation to be complete by October 17, 2026.
Selection Process:
Submission materials will be reviewed by the City of Grand Forks Public Works Divisions. An award recommendation will be forwarded to the City Council for review and approval.
Submission Materials:

Proposal for the project describing the proposed HVAC systems and overall operation and control sequences. Indicate proposed scope of work, work that is included and not included, and explain any anticipated exceptions. Identify potential options for the City’s consideration and any related additional cost or cost savings.

Manufacturer’s cut sheets and related information for proposed RTUs and other major HVAC system components and identify proposed equipment for installation.

Total cost of the project as proposed. Proposed project costs to be guaranteed until August 1, 2026. Upon award, a performance and payment bond will be required for the full amount of the contract, as well as a Certificate of Insurance with the City of Grand Forks listed as an additional insured that references Project No. 9125

The City of Grand Forks reserves the right to waive irregularities, to reject any or all submissions, to re-solicit submissions, and to negotiate with selected respondents if such action is deemed to be in the City’s best interests.

Fees shall be negotiated with the successful contractor. If the fee cannot be agreed upon, the City reserves the right to terminate negotiations, then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated.

All costs associated with proposal preparation shall be borne by the proposer. The City reserves the right to reject any and/or all proposals.
