Summary

Provide On-Call Architecture and Engineering (A&E) Contract for Bus Stop and Facilities Improvements.

The purpose of the RFP is to solicit sealed proposals to establish an A&E contract through competitive negotiations for the procurement of on-call bus-stop and facilities improvement projects. Upon the need for an improvement project, Transit will issue one or more task order–based contracts with the awarded A&E firm to provide professional engineering and design services in support of these projects, with an emphasis on Americans with Disabilities Act (ADA) accessibility improvements. These services will be performed on an as-needed basis to advance planning, design, permitting, and construction support for transit bus stop enhancements and facility improvements funded as a whole or in part by the Federal Transit Administration (FTA).

The selected Firm will support the Agency in improving safety, accessibility, comfort, and functionality of bus stops and facilities in compliance with applicable federal, state, and local requirements, including FTA, ADA, and civil rights regulations.

The parties acknowledge that the proposed pricing is based on current assumptions regarding scope, market conditions, and input costs, and the Supplier reserves the right to request reasonable rate adjustments during negotiations in the event of material changes to project requirements, timelines, regulatory obligations, or cost drivers, subject to mutual review and written agreement.

This is a qualifications-based procurement conducted in accordance with the Brooks Act (49 U.S.C. § 5325(b)) and FTA Circular 4220.1. Price proposals will not be requested at the time of selection. Compensation for the resultant contract will be negotiated at time of award.

The Agency anticipates awarding the resultant contract for a term of four (4) years, subject to funding availability. It will provide architectural and engineering (A/E) services for the design of small-scale construction projects. Typical assignments may include improvements to bus stops, upgrades to restroom facilities at existing buildings or transit centers, and similar minor facility enhancements. Services may also include the revision, redesign, or modification of previously completed plans. This contract would be utilized only when sufficient funding is not available to procure engineering services through a separate project-specific contract.



Background

The City’s Transit Division has received FTA Section 5339 grant funding to support the evaluation and design of existing and future bus stop facilities within the City’s transit service area. This project is intended to assess current conditions, identify deficiencies, and develop design solutions that improve accessibility and ADA accommodations while ensuring compliance with applicable federal regulations.

Deficiencies and prioritization of the 433 bus stops are documented, indexed and analyzed in the 2016 Santa Fe Metropolitan Bus Stop and Sidewalk Connectivity Assessment final report and will be used extensively in the execution of this project.
