Summary

The Office of Climate Action, Sustainability and Resiliency, on behalf of the City and County of Denver, desires to solicit proposals from qualified proposers with demonstrated experience in equitable community outreach and recruitment, tree procurement, tree planting expertise and logistics management, and tree establishment care support, education, and health tracking of trees for a three-year establishment period. This contract will be the next iteration of the Community Tree Planting Initiative and works in support of the Park Hill Action Plan, Near Northeast Neighborhood Planning Initiative, and Denver Urban Forestry Strategic Plan.

Purpose

The purpose of this RFP is to solicit proposals from qualified proposers with demonstrated experience in equitable community outreach and recruitment, tree procurement, tree planting expertise and logistics management, and tree establishment care support, education, and health tracking of trees for a three-year establishment period.

Application Schedule
  • 05/28/2026: Issuance of RFP via BidNet
  • 06/11/2026: Pre-Proposal Meeting at 2:00 p.m. local time
  • 08/07/2026: Any final questions regarding this RFP must be submitted via BidNet by 10:00 a.m. local time
  • 08/14/2026: CASR will issue responses to all questions via BidNet
  • 08/27/2026: Final submissions due by 10:00 a.m. local time

Minority and Women-Owned Business Enterprise Participation:

Pursuant to Article V of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) the Division of Small Business Opportunity (DSBO) has established the following participation requirement for this project:

14% Minority and Women-Owned Business Enterprise (MWBE)

The participation requirement must be met with certified firms, § 28-127 D.R.M.C., found in the Small Business Certification and Contract Management System , or through the demonstration of a sufficient good faith effort. § 28-128 D.R.M.C.

Required Insurance

The City does not negotiate insurance requirements or contract insurance language and any objections not raised formally in the selection process are waived.

It is strongly recommended that all applicants prepare Certificates of Insurance for all insurance as soon as possible to expedite the contracting process.

Review the Sample Agreement for the required insurance amounts under paragraph 9 of this RFP, the required insurance coverages are as follows:

  • Workers’ Compensation and Employer’s Liability Insurance
  • Commercial General Liability
  • Business Automobile Liability
