Treasury Board and Finance
The GoA relies on ABCs to regulate, adjudicate, advise and administer programs and to provide goods and services. There are currently 249 ABCs in Alberta, of which 113 are subject to the Alberta Public Agencies Governance Act (APAGA), as amended from time to time.
The GoA classifies ABCs based on their primary purpose as per the following:
• Regulatory/Adjudicative: license, make rules and/or oversee a sector. Adjudicative
agencies make independent, quasi-judicial decisions. Some ABCs may perform both regulatory and adjudicative functions.
• Public Trust: administer provincial financial and/or other assets in the public
interest.
• Corporate Enterprise: provide or sell goods or services to the public in a commercial
manner.
• Service Delivery: provide and/or direct government services.
• Advisory: provide advice to government.
Effective December 2023, the public oversight and stewardship of ABC compensation was moved under the Public Sector Employers Act (PSEA) which was proclaimed the same day. While a new compensation framework is being developed, public sector employers must continue to adhere to the limits and conditions set out in various Ministerial Orders that maintains oversight, coordination, and limits on Chief Executive Compensation on an interim basis. A phased approach is being applied with the initial focus addressing non-executive compensation in designated ABCs, followed by Executive compensation. The non- executive compensation framework launched in June 2025, with the Executive framework expected to follow in late 2025. In addition, work on non-executive compensation as it applies to unionized employees as well as board members across Alberta’s ABCs is ongoing.
