The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering & enforcing purchasing policies & procedures; identifying & establishing procurement strategies, methods & processes; and providing assistance with solicitation development, negotiations & contract awards.

The City of Gaithersburg Department of Public Works (DPW) Environmental Services Division (ENV Services) intends to enter into a firm-fixed price, indefinite-quantity, unit-price Contract with two (2) qualified contractors to repair and maintain stormwater management (SWM) infrastructure throughout the City. The Contractor must have experience in City law and regulations, and Federal, State and local municipality laws and environmental codes. The Contractor must follow all terms and conditions specified in this Solicitation and the resulting Contract. The Contractor must ensure the highest quality of work by providing qualified, experienced personnel trained in stormwater infrastructure maintenance and repair, stormwater facility retrofit, environmental restoration, erosion and sediment control, and be familiar with the City’s sediment, wastewater and solid waste disposal requirements. The Contractor must provide all necessary management, supervision, personnel, labor tools, materials, equipment, and incidentals required to perform this work.
