Notice To Bidders
The Town of Colonie (“Town”) invites bids for the following:
2026 ITB Redevelopment & Repair of Well #5 DB357
Sealed bids will be received at the Office of Purchasing, Memorial Town Hall, Latham, NY
12110 until April 22, 2026 10:00 AM local time. At that time and place all bids will be publicly
opened and read aloud.
All bidders shall comply with the N.Y. Gen. Mun. Law §103.
Beginning on April 8, 2026, the solicitation documents for this matter will be on file and publicly
exhibited at the Office of Purchasing, 534 New Loudon Road, Memorial Town Hall, Latham, NY
12110. Copies of said documents may be obtained at that address. Complete bid documents
may also be available for download from the Empire State Purchasing Group’s web site at
http://www.bidnetdirect.com/new-york.
Bids shall be submitted at the time and place indicated in the Notice to Bidders and shall be
enclosed in an opaque, sealed envelope. The opaque envelope shall be marked on the outside
with the project title and name and address of the bidder. The submission shall consist of the
completed pages of this document marked “TO BE SUBMITTED” and any other required
documents. The submission shall also include, if required in the Notice to Bidders, the bid
security. If the bid is sent through the mail or other physical delivery system, the sealed
envelope containing the bid shall be enclosed in a separate envelope with the notation "BID
ENCLOSED" on the face thereof AND the outer envelope shall be marked on the outside with
the project title and name and address of the bidder.
Each submitted proposal must be accompanied by (a) a certified check in the sum of 10% of the
amount of the bid, drawn upon a national or state bank or trust company, to the order of the
Town of Colonie, New York, or (b) a bond with sufficient sureties in a penal sum equal to 10% of
the bid, conditioned that if its bid is accepted, successful bidder will enter a contract for the
same and that he will execute such further security as may be required for the performance of
the contract.
At the execution of the anticipated contract, the Successful Bidder will be required to furnish
performance and labor and materials bond, and a payment bond equal to the full amount of the
bid.
The bidder to whom the contract may be awarded shall within seven days after the date of
notification of the acceptance of its proposal, provide insurance and security as required by the
contract in a form acceptable by the Town of Colonie. In case of its failure to do so, or in case
of its failure to give further security as herein prescribed, the bidder will be considered as having
abandoned the same, and the certified check or other bid security accompanying its proposal
shall be forfeited to the Town of Colonie.
The Town of Colonie reserves the right to waive any informality in or to reject any or all bids
submitted.
Please Note: The Town will host a meeting for all potential Bidders at 10:00 a.m. on Monday,
April 13, 2026. Attendance at this meeting is strongly recommended for Bidders. The meeting
will take place at the Mohawk View Water Treatment Plant, 100 Onderdonk Ave, Latham, NY

12110. Attendees will be given opportunities to make investigations and pose questions about
the project.
