Subject: Request for Proposal (RFP)
The City of Ceres is accepting proposals from qualified firms to assist with the Systems
Integration of its existing Wonderware SCADA system.
All interested parties are required to submit proposals in accordance with the conditions
and dates outlined in the RFP.
The terms of this agreement will be for three (3) years. All terms and conditions shall
remain in effect for the life of the contract.
Scope of Services
1. Provide Systems Integration and technical support for the existing Wonderware
SCADA system.
2. Provide technical support for the design, service, maintenance, repair, or
replacement, as necessary, of existing PLCs and electrical systems at all facilities
throughout the City.
3. Provide emergency work as necessary to ensure the Wonderware SCADA system
is fully operational at all times.
4. Provide SCADA Wonderware and electrical training upon request.
Specifications:
1. Provide Systems Integration and technical support services for the existing
Wonderware SCADA system, computerized equipment, and software used to
complete the system. The main computer system is located within an office at
the City’s Corporation Yard. Equipment consists of, but not limited to:
a. ESXI Controller consisting of 3 Virtual Machines
b. Cisco VPN system for authentication
c. Windows 7 computer
d. 2008 R2 Server
e. 2012 Server
f. iPad’s for remote monitoring
g. Allen Bradley Compact Logix, 4 each
h. Allen Bradley Micrologix 1400, 24 each
i. Automation Direct, C-More 7” HMI Interfaces
j. Elpro Radio, 900 mHz spread spectrum network
k. Wonderware Online, Smartglance
2. Provide technical support for the service, maintenance, repair, or replacement as
needed of all software, but not limited to:
a. Kepware, for communications of Wonderware to PLC’s
b. WIN911, for automated alarm system
c. Dream Reports
d. Excel Reporting
e. Historian Client
f. Wonderware 2014R2
g. RS500 and RS5000 for PLC’s
h. Pulsar and Hydro Ranger Ultrasonic devices
3. Provide technical support for the service, maintenance, repair, or replacement as
needed of all electrical systems, but not limited to;
1. Variable Frequency Drive Controllers, (Cutler Hammer, ACS,
Eaton, Fuji)
2. Soft Start Controllers, ABB
3. Pneumatic and Motorized Valves
4. Calibration of all analog equipment
5. Electrical Motors, low voltage controls, lighting systems, scales,
analyzers, fan systems
4. Provide emergency work as needed at SCADA Master or remote stations as
needed within a 4 hour notification.
a. The vendor awarded the contract shall be able to make any repairs
needed to the existing SCADA master station software as listed above and
troubleshoot any problems with Allen Bradley Micrologic PLC’s or C-More
HMI’s as needed.
b. These repairs that are considered emergency must be responded to within
a four (4) hour period.
5. Documentation
a. Firm shall supply a full set of 11X17 drawings for all sites being worked
on. Cad files shall also be kept in the City’s server. Allen Bradley
Programming and C-More programming shall also be kept on the City’s
server. All programming and cad files are to be owned by the City.
6. Provide SCADA Wonderware and electrical training as requested.
a. Upon request, the vendor shall supply SCADA Wonderware and electrical
training as requested by the City.
7. Bidder must have an office within 100-mile radius.
8. Bibber must have certified IEC/ISA 62443 Cybersecurity Expert. Include
certification with bid.
Deliverables
1. The City of Ceres is seeking a qualified contractor that demonstrates extensive
knowledge and experience in working with existing Wonderware software,
supporting software, Allen Bradley PLC’s, and can support electrical services for
the design, service, repair and maintenance of all equipment throughout the
City.
a. Provide an introductory letter that contains the firms mailing address,
contact information, and the name of the person to contact regarding the
qualifications. The letter should also provide a statement of the company’s
interest in the work.
b. Provide documentation showing certified E & M Wonderware Systems
Integrator. If not certified by E & M, list experience with references.
c. Provide a narrative with regards to the ability to make service calls,
troubleshoot electrical problems, troubleshoot VFD and soft start motor
controllers.
d. Provide a narrative to the understanding of the Scope of Services for this
service and maintenance contract.
e. Provide a detailed description of the firms overall approach to all phases
of the Scope of Services.
f. Provide a fee schedule for all services listed within the Scope of Services.
Also provide a percentage markup for all materials used as part of
services.
g. Provide an introductory letter for any subcontractor’s that shall be used to
meet the Scope of Services. The introductory shall contain the firm name,
address, telephone number and main contact person. The letter shall also
note the qualifications of the firm.
h. Completed signature page with a complete listing of hourly rates must be
provided along with proposal. Acknowledgment of addendum must also be
noted.
1. Hourly rate worksheet shall include any and all charges that shall
be charged as part of this contract including but not limited to:
1. Employees by title
2. Equipment
3. Vehicles, if any

Administration office by December 10, 2025 no later than 2:00 pm. PST

Assumptions:
There will be no formal bid opening.
Billing: The City of Ceres shall pay only for services based on the hourly rate for work
performed on site. Invoices shall be issued to the City every month for work performed
the previous month, along with materials invoicing. At the time of the invoice, backup
documentation of the work performed by the day shall be provided.
Proposals will be evaluated on content and the understanding of the Scope of Services.
Once the staff determines the most responsive proposal to the Scope of Services, the
vendor will be contacted to begin drafting the contract terms and conditions.
The number of hours worked and the work vary from year to year. Any information that
the City cannot provide and that is necessary to properly perform the Scope of Services
is the contractor's responsibility to obtain and/or develop.
The Vendor shall perform the general and specific tasks as described in the Scope of
Services Work section of this RFP. The City shall evaluate proposals and award based
on the most responsive proposal that provides proper assurances that it can perform
these services within the specified time efficiently and professionally. Pricing will be
considered as part of the overall proposal.
Proposals should provide a straightforward, concise presentation that satisfies the
requirements of this RFP. The Contractor’s proposal should emphasize a clear
understanding of the project and the necessary resources to perform the intended
services. Responsiveness to the RFP will be the principal basis for evaluation. Included
in the presentation shall be a list of personnel who could potentially be assigned to the
City, along with their years of service for integration and electrical services.
Note: As part of the hourly rate worksheet, the contractor shall enter a markup
percentage. This value shall be used upon receipt of an invoice. A factory invoice shall
accompany all material invoices, and the % markup shall be applied at that time.
Invoices for materials shall not be paid unless accompanied by a factory invoice.
The Firm being awarded this contract will be required to enter into a standard City of
Ceres professional services agreement.
