    ADVERTISEMENT FOR BIDS
    Sealed bids will be received by the CITY OF THOMASVILLE, GEORGIA, in the Office of the City Engineer,
    411 West Jackson Street, Thomasville, Georgia, until 10:00 A.M., local time, December 09, 2025, for
    furnishing of all materials, labor, equipment and performing all work required for the construction of the 2025
    CASSIDY PARK IMPROVEMENTS within the CITY OF THOMASVILLE.
    This project consists of improvements to Cassidy Park: that include sidewalks, limestone walking
    loops, parking lot, a shelter concrete pad and a restroom pad construction.
    Separate bids received will be publicly opened and read in the Office of the City Engineer at 411 West Jackson
    Street at 10:00 A.M. local time on the date specified above.
    Contractor must be licensed contractor in the State of Georgia, and the sub-contractors must be licensed
    in the State of Georgia and follow and comply with the Rules and Regulations of the State of Georgia.
    The Instructions to Bidders, Bid Form, Form of Contract Agreement, Plans, Specifications, and Forms of Bid
    Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following:
    Office of the City Engineer
    411 West Jackson St.
    Thomasville, Georgia
    An electronic complete set of plans, specifications, and bidding documents may be obtained by
    emailing request to engineering.bids@thomasville.org. The Bidder will be responsible for all costs associated
    with printing. Proposals will not be considered by Owner unless Bidder is on record as requesting complete
    Bid Documents.
    Bids must be accompanied by a Certified Check or Bid Bond in the amount of not less than ten (10) percent
    of the Bid, as a guarantee that the Bidder, if awarded the Contract, will within ten (10) days after written notice
    having been given of such award, enter into a written contract with the City of Thomasville, Georgia, in
    accordance with the accepted proposal. Bids must be sealed and plainly marked 2025 CASSIDY PARK
    IMPROVEMENTS and must be delivered before the time specified.
    This bid is issued and the contract is developed in accordance with the Terms and Conditions of the
    American Rescue Plan Act Improving Neighborhood Outcomes in Disproportionally Impacted Communities
    Grant Program dated June 14, 2023, between the Governor’s Office of Planning and Budget on behalf of the
    State of Georgia and the City of Thomasville. This project is being funded with federal aid money and will be
    administered in accordance with all applicable federal, state, and local laws and regulations. Contractor to
    examine Exhibit A – Contract Agreement Special Provisions.

    The bidder shall complete, execute, and submit the following documents from these contract documents:
    Section 00410 – Bid Form, Section 00430 – Bid Bond, Section 00450 – Statement of Bidder's Qualifications,
    Section 00451 – Contractor's Oath and Non-collusion Affidavit of Subcontractor.
    Bidders are required to review the insurance requirement stated in Section 00730 – Supplementary Conditions
    of the contract specifications with their provider to insure all aspects of the requirements can be met.
    The majority of the work to be done for this project is roadway construction and utility work does
    require a licensed utility contractor to submit a bid.
    No Bids may be withdrawn after the scheduled closing time for the request of bids for a period of sixty (60)
    days.
    Separate Payment and Performance Bond in the amount of one hundred percent (100%) of the Contract will
    be required.
    All bid bonds, performance and payment bonds, insurance contracts, and certificates of insurance shall be either
    executed by or counter-signed by a licensed resident agent of the surety or insurance company, having his place
    of business in the State of Georgia, and in all ways complying with the insurance laws of the State of Georgia.
    The City of Thomasville, Georgia, reserves the right to reject any and all bids, to waive informalities, to re-
    advertise, and/or to award the contract in the best interest of the City.
    The deadline for receipt of questions shall be 5:00 P.M., local time, December 01, 2025.
    The deadline for receipt of request (in the Office of the City Engineer) for plans and specifications to ensure
    delivery is 3:00 P.M., local time, December 01, 2025.
