General Notice

Town of Putnam Water Pollution Control Authority (Owner) is requesting Bids for the construction of the following Project:

Lead Service Line Replacement Program

DWSRF ID - SFY 22-39

Bids for the construction of the Project will be received at the Town Manager’s office of 200 School St, Putnam, CT 06260, Attn: Elaine Sistare, P.E. until Wednesday, September 16, 2026, at 11:00 AM local time. At that time the Bids received will be publicly opened and read in Room 201 at this address.

The Project includes the following Work:

The Lead Service Line Replacement Program will target replacements of lead service lines within multiple areas of the Town of Putnam WPCA service territory. For the purposes of this project, galvanized steel is defined as a lead service line and should be removed and treated as if it was a lead pipe. Addresses may be added to and removed from the list by the Engineer or Owner within the defined Work Area throughout the project duration for a total of up to 223 service line replacements. Replacements will typically be on the private side only, typically from the curb stop to the first fitting in the building using copper pipe. Public side replacements will be performed only if lead is identified onsite upstream of the curb stop during a test pit or private side replacement. Certain locations may require special replacement procedures, including the relocation of the service line from the water main to the building.

Pre-bid Conference

A non-mandatory pre-bid conference for the Project will be held on Wednesday, August 19, 2026, at 10:00 AM at Putnam Town Hall, 200 School Street, Putnam, CT 06260 - Room 201. Bids will be accepted from Bidders that do not attend the non-mandatory pre-bid conference.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Pre-Qualification Certificate

The Bidder for this project shall hold a current DAS contractor pre-qualification certificate for Sewer and Water Lines from the Department of Administrative Services (DAS) of the State of CT according to CGS Section 4b-91. This requirement is a prerequisite for selecting the Lowest Responsible and Qualified Bidder. Bidders shall submit with their bids copies of DAS contractor prequalification certificates along with the current Update Bid Statements. Contractors submitting a bid for projects with an estimated cost of greater than $1,000,000 shall hold a current Prequalification Certificate in the designated classification for Sewer and Water Lines from the State of Connecticut Department of Administrative Services (DAS). A copy of the Contractor’s DAS Prequalification Certificate and Update (Bid) Statement must be submitted with the bid.

Any subcontractor whose subcontract exceeds $1,000,000 may perform installation or construction work as a subcontractor on a project, provided that at the time of the bid submission, the subcontractor is prequalified by DAS in accordance with CGS Section 4a-100.

Any contract or contracts awarded under this advertisement for bids are expected to be funded in part by a loan from the State of Connecticut Drinking Water State Revolving Fund. Neither the State of Connecticut nor any of its Departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in subsections (h), (j) and (o) of Section 22a-482-4 of the RCSA.

This project is subject to Connecticut prevailing wage rates, the federal Davis-Bacon Act, federal Build America, Buy America (BABA) and American Iron and Steel (AIS) compliance with respect to federal prevailing wages, labor, and AIS requirements, among other requirements. By accepting this contract, the contractor acknowledges and agrees to the terms provided in the DBRA Requirements for Contractors and Subcontractors Under EPA Grants.

Minority/Women's Business Enterprises are encouraged to apply. This contract is subject to state set-aside and contract compliance requirements.
