ORDINANCE AMENDING AND SUPPLEMENTING THE TOWNSHIP OF MILLBURN DEVELOPMENT REGULATIONS AND ZONING ORDINANCE TO REVISE THE DEFINITION OF FLOOR AREA RATIO, RESIDENTIAL

ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER VII “TRAFFIC”, SECTION 7-20 “STOP INTERSECTIONS” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
STATEMENT OF PURPOSE: The proposed amendment to the Traffic Ordinance is to authorize the installation of an “all way” stop at the intersection of Hobart Avenue and Station Plaza. At the request of the Township’s Engineering office, over concerns raised regarding lighting, sight lines and pedestrian safety, this intersection was evaluated in a traffic study performed by Brightview Engineering. The study identified deficiencies at the intersection and was found to meet the warrants of “all way” stop control.

ORDINANCE AMENDING CHAPTERS XI AND XIA ENTITLED RESPECTIVELY, “PRESERVATION OF TREES” AND “PROTECTION OF TOWNSHIP TREES” OF THE TOWNSHIP OF MILLBURN TO CREATE A NEW CHAPTER XI ENTITLED “TREE PRESERVATION”
STATEMENT OF PURPOSE: the purpose of this Ordinance is to make permanent changes to the Township’s Tree Preservation code. The Tree Preservation Code, including various fees and definitions, was last updated since 2024. The following revisions will reflect the increase in tree prices, fees for tree removal, a desire to protect trees on construction sites and establish a registration process for tree removal companies to ensure quality tree work in the Township. In addition, several definitions have been added to the Tree Preservation ordinance to further guide residents and tree companies doing tree related work or general construction in the Township.

AN ORDINANCE TO AMEND AND SUPPLEMENT THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN, CHAPTER II “ADMINISTRATION” ARTICLE V “BOARDS, COMMITTEES AND COMMISSIONS”
STATEMENT OF PURPOSE: the purpose of this Ordinance is to establish the Creative Arts Advisory Committee in the Township’s General Ordinances under Boards, Committees and Commissions. This ordinance will codify a creative arts group that will be responsible for planning and coordinating the installation and inventory of public art within the Township of Millburn. This ordinance will replace any previous art groups or collectives that have previously been established or appointed by the Township, with all previous members welcomed to apply to be a part of this newly established advisory board. Under this ordinance a maximum membership is set as well as terms for those serving on the committee. In addition, guidance is provided for the organizational structure, meetings and responsibilities of this committee.
Public Notice is hereby given that the foregoing ordinances were adopted by the Township Committee of the Township of Millburn, in the County of Essex, New Jersey at a meeting of said Township Committee held on August 11, 2026.
