ABOUT THE CITY OF ST. LOUIS HOMELESS SERVICES DIVISION
As administrator of federal, state and local funds, the City of St. Louis Department of Human Services,
Homeless Services Division (HSD) provides a comprehensive approach in responding to the diverse needs of
people experiencing homelessness or housing displacement in the City of St. Louis. HSD performs several
important functions to coordinate homeless services with the CoC in St. Louis City that includes the
following:
* Development, coordination, and monitoring of new and existing housing and services programs to
meet the needs of people experiencing homelessness and/or at-risk of homelessness,
* Negotiation of contracts with social services agencies ensuring that housing and services are
delivered efficiently, effectively and unduplicated,
* Collaboration and partnership with a broad spectrum of participants in the homeless services
delivery system such as health and human services professionals, advocates, government officials,
representatives from nonprofit agencies, businesses and persons with lived experience from the
metropolitan area, to address any needs that arise for the homeless community,
* Participation in a wide array of community meetings, committees, councils, training events and
national events and conferences, and community events, to educate and share information and
best practices in the field of serving and housing homeless individuals and families.
Through these activities, the HSD ensures an efficient homeless services system for funding the most
efficient and effective programs, reducing duplication of services and increasing innovative program design.
INTRODUCTION
The City of St. Louis is seeking a fair, equitable and transparent process to obtain a new sub-recipient for
two Continuum of Care Permanent Supportive Housing projects that were awarded through the
FY2024/FY2025 Continuum of Care NOFA competition to the City of St. Louis and subrecipient St. Patrick
Center. These projects were recommended for full renewal in the FY2025 Continuum of Care renewal
process. St. Patrick Center has given written notice to withdraw as sub-recipient for two of their Permanent
Supportive Housing projects. These programs fall under HUD's Continuum of Care Program Grant and
applicants must meet all HUD subrecipient program requirements. Comprehensive information on the CoC

PROJECT DETAILS
Applicants may respond to one or both projects. Because projects are renewals, applicants must adhere
to the current budget line-item allocations, grant term, number of households served (including current
project participants), and must continue to provide the essential housing and supports as detailed in the
original project descriptions as funded by HUD in the FY2024/FY2025 CoC renewal.

Current Project Implementation Description:
Project Live Permanent Supportive Housing Program first addresses an individual's housing need and then
provides the ongoing, wrap-around support they needed to remain stably housed. The target population are
41 unaccompanied adults that meet the definition of chronic homelessness including individuals with
multiple morbidities such as mental health and substance abuse disabilities.
After 30 days of program enrollment, individuals work with a housing support specialist to identify and
select an apartment that best meets their housing needs, including characteristics such as location (i.e.,
proximity to transportation, family, etc.) and accessibility. The housing support specialist will also assist
participants in addressing any housing barriers; ensure they understand the expectations within their lease
agreements; and communicate with landlords in regard to specific issues related to the rental property
and/or any issues that may arise while the consumer resides there. Participants receive a move-in kit that
consists of household items often needed to become established in their new residences, and may be
referred to a collaborative partner for furniture needs. Each individual also receives immediate financial
assistance with rent and utility deposits and ongoing rent and utility assistance while enrolled in the
program. Once participants have a stable source of income, they will be responsible for contributing a
portion of their monthly income towards rent and utilities.
Participants begin case management within 30 days of program enrollment, which helps them to become
integrated in their new communities and set and begin working towards goals related to sobriety, stability,
and self-sufficiency. Through intensive case management, participants are connected to existing community
services as a long-term goal for eventual transition out of permanent supportive housing support into
independent and stable housing. These services may include mental health counseling, substance abuse
counseling, financial stability counseling, health counseling, and healthcare liaison activities. Although the

frequency of in-home case management will be based on individual need of each participant, visits will
occur weekly at a minimum.

Current Project Implementation Description:
Rosati Center is a Permanent Supportive Housing (PSH) program that offers intensive case management
(ICM) and tools for daily independent living for homeless individuals. The target population is
unaccompanied men or women who meet the HUD definition of chronically homeless; are 18 years of age
or older; and who experience persistent mental health and/or substance abuse issues. Most of the
participants receive SSI and/or SSDI as a primary source of income.
Rosati residents receive in-home assistance from a multi-disciplinary team including a manager, nurse,
substance abuse counselor, mental health counselor and financial counselor. In-home visits occur monthly
at a minimum, but the frequency of visits is based on the needs and active symptoms of each resident. The
team is on call 24 hours per day, and assists each resident in developing and achieving goals related to
sobriety, stability and self-sufficiency.
The program also encourages participants to improve their quality of life by engaging in social activities and
volunteer opportunities that provide a greater connection to the community. Individuals who qualify for
housing placement at Rosati Center are housed either in the 12-unit Rosati Apartments or in a scattered site
apartment in the City of St. Louis. Housing placement in an on-site or off-site unit depends on each
resident's level of need and ability to live independently. For either placement type, however, case
managers and residents work together to develop individualized treatment plans based on an initial
assessment that evaluates the person's physical and mental health, drug and alcohol use, and financial
stability. Case managers and counselors then conduct regular in-home visits with residents to assess

progress and setbacks related to their treatment plans. Rosati Center also offers regular group sessions for
residents on topics such as communication, living independently, socialization and substance abuse. All
residents are encouraged to participate in these classes, as well as recreational activities and volunteer
opportunities as a way to improve their own quality of life and give back to the community.
PROJECT MODIFICATIONS
The HUD Regional Office is aware of the pending change of PSH project subrecipients which in itself
represents a significant project change subject to HUD approval. Upon City selection of the
subrecipient(s) and HUD final award of the FY2025 funding, the City will complete the contract phase
with HUD. The City will work with onboarding the subrecipient(s) and should the new subrecipient
desire to make any modifications to the project the organization will be advised on procedures
allowable for making such changes with the City of St. Louis and HUD. Note that any changes to these
PSH renewal projects are dependent on program restrictions and HUD approval. Applicants should be
prepared to implement the projects as described in this RFP and not contingent upon approval of
project modifications by HUD.
METHOD OF COMPENSATION
The method of compensation for Emergency Solution Grant contracts is via monthly reimbursement for
incurred expenses. Disbursements shall be made by pre-numbered checks that are signed by the City
Chief Executive Officer and the Financial Officer or any two (2) duly authorized officers.
Selected subrecipients will work with a Homeless Services Division Contract Compliance Officer for
training and understanding of how the contract and grant must align with HUD and City requirements.
This will include instruction, both verbal and written, on the Homeless Services requirements for
complete, accurate and timely billing packet submissions, so reimbursements can be provided to
subrecipients as quickly as possible. The City issues check payments to subrecipients once the complete,
accurate and timely billing packet is fully processed through several City Departments. Selected
subrecipients will have to incur expenses and be able to cover up to three months of the project at the
start of the contract.
The selected subrecipient(s) will additionally engage with the City in applying for renewal in the FY2026
CoC Program NOFO cycle anticipated to occur between June and July 2026.
MATCHING FUNDS
All applicants must submit a match letter of commitment, documentation of in-kind contribution, or
other services agreement, MOU/MOA that provides the type, source, dollar value (as specific as
possible, e.g. per household, per person, hourly rates), and date(s) of commitment of the source
representing at least 25% of the total funding sought in the project. To count as match the subrecipient
must spend cash or in-kind resources on eligible activities. If the activity is not eligible under the CoC
Program Interim Rule, then it cannot count as match. Match eligibility information can be found here:

Please note, DHS requires that match be documented and submitted with monthly reimbursement
requests, and match records will be reviewed in the same manner used for the grant funds awarded.
PERFORMANCE REPORT REQUIREMENTS
Awarded projects will be required to adhere to the Performance Report Requirements as stated in
Exhibit B. Each report listed can be pulled from HMIS. Most of the reports are required to be submitted
monthly, with a few only required for quarterly submission. If an organization is awarded funds that is a
domestic violence organization, they will need to determine how to pull similar reports from their
system to report on the same data measures all other projects are required to report on.
Performance reports are a part of what makes up a complete and accurate billing reimbursement
request. When these performance reports are not submitted the Homeless Services will hold billing
reimbursement requests until all performance reports are submitted.
PERFORMANCE INDICATORS
Programmatic data must be entered into the Community's Homeless Management Information System
(HMIS). *Domestic Violence projects must use an HMIS comparable database for date entry. Data
reporting requirements must be met and reports are required to be submitted with monthly
reimbursement requests.
The Continuum of Care has established the below performance indicators in the "STL CoC Written
Standards and Best Practices" document, as required by the Department of Housing and Urban
Development. The Performance Indicator report has been added to the reporting requirements (See
Exhibit B) in 2025 to ensure that DHS is monitoring programs and their adherence to the CoC's
designated performance indicators.

| is crucial for Street Outreach teams so that as unhoused people are encountered on the streets and |
| demonstrating a need and willingness to enter shelter that a bed may be reserved in the few minutes of |
| engagement with the client. When street outreach teams have to wait for several hours to reserve a |
| bed, the chances of finding that person, are slim to none, and the system has reduced the opportunity |
| further and deeply engage the client in shelter, safety, case management, and permanent housing |
| planning. |
| Coordinated Entry Assessment & Case Management via WHAMM Attendance: All ESG funded |

Violence Against Women Act (VAWA) Protections and Requirements
The Violence Against Women Act (VAWA) is a federal law that, in part, provides housing protections for
people applying for or living in units subsidized by the federal government who have experienced
domestic violence, dating violence, sexual assault, or stalking, to help keep them safe and reduce their
likelihood of experiencing homelessness. VAWA applies to many HUD programs, including the
Continuum of Care program.
PROPOSAL SUBMISSION REQUIREMENTS
Complete proposal packets must be submitted, electronically to hsd-proposals@stlouis-mo.gov. When the
proposal packet is emailed, it shall be emailed with three attachments as follows:
1. The first attachment should contain Cover Sheet (Exhibit A) and the Scope of Work
Acknowledgement (Exhibit B).
2. The second attachment should be the Excel Workbook (which can be found on the RFP webpage), for
the project you are applying for. Within the workbook, you are allowed to fill in program specific
information, if you intend to make program adjustments in the future.
3. The third attachment, should be one PDF document, containing the below required attachments

REVIEW & SELECTION PROCESS
Proposal Review Process: The CoC Board and/or their designees may participate in the proposal review process and
may present its analysis and recommendations regarding selection to the Department of Human Services for
consideration in the selection(s) made under this RFP by the Professional Services Agreement (PSA) Committee.
PSA Committee: In accordance with Ordinance 64102 and the Rules and Procedures for Professional Service
Agreements promulgated pursuant to the same and approved by the Board of Public Service of the City of St. Louis,
professional service selections shall comply with these procedures, including the use of a Selection Committee.
The Professional Services Selection committee shall be composed of the following: the Director of the department,
division or agency seeking the professional service or the designee of the Director, who shall act as chairperson; one
member of said department's, divisions or agency's staff selected by said Director, one member selected by the
Mayor; one member selected by the Comptroller; and one member selected by the President of the Board of
Aldermen.
Proposals will be evaluated according to the following process:
1. The first phase will involve a review of the proposals by the Homeless Services Division (HSD) for
conformance to the submission requirements and a determination of whether the proposals meet the
minimum criteria established in this RFP. Process utilizes scoring rubric (Exhibit D). Copies of proposals will be
sent to the Continuum of Care's Board or their designee for review.
2. The second phase will involve the evaluation of the proposal's merits by each City Selection Committee
member independently.
3. The third phase will be a meeting of the Selection Committee where each member of the Selection
Committee shall vote to select applicants to perform the services requested in the RFP. Each member of the

4. After the PSA Committee's review process and decision-making meeting, DHS Homeless Services Division will
provide written notification to all applicants regarding selections. This communication will further discuss the
process for awarding contracts.
At its discretion, the PSA committee may conduct interviews/ presentations with applicants and provide applicants
the opportunity to clarify their proposals and advise the City of any additional factors that may be relevant to their
decision. If presentations have been made, the Selection Committee shall defer the selection vote until after
presentations are complete.
ADDITIONAL SELECTION CONSIDERATIONS
As per City of St. Louis rules and procedures, the Selection Committee, in deciding to select an agency to provide
professional services, shall consider, at a minimum, the following, as related to the selection:
* Specialized experience, qualification and technical competence of the agency, it's principals, project
manager, and key staff.
* Ability of the agency to provide innovative solutions
* Approach to the project and any unusual problems anticipated.
* The capacity and capability of the agency to perform the work with the time limitations.
* Past record and performance of the agency with respect to compliance, cost control, and quality of work.
* Fees or fee structure for work performed.
* The availability of financial and operating resources of agency to complete the work as required.
* Proximity of the agency to the City.
* M/WBE and/or DBE participation
* Ability of the agency to meet statutory or ordinance requirements.
* Other items that arise as the result of the proposal or interview.
Additionally, for Emergency Solution Grant funds, the following will be considered with respect to proposals received:
* Preference for applicants that are active members of the St. Louis City Continuum of Care.
* Applicant is a non-profit organization in good standing.
* The applicant's commitment to be a good neighbor that protects the safety and the privacy of program
participants and neighbors.
* The applicant's ability to adequately describe and address requirements set out in the RFP.
* The extent to which the proposed project fills a gap in the community's CoC.
* The efforts by the applicant to address the needs of people experiencing homelessness through community
collaborations and partnerships.
* The ability to track clients through the progression of services being provided.
* The extent to which the applicant leverages resources.
* The applicant's ability to provide solid fiscal accountability to the project.
* The applicant's plans to involve and empower people experiencing homelessness to participate in decision-
making and project operations.
RFP TERMS & CONDITIONS
1. The City reserves the right to reject any proposal submitted; to select one or more respondents; to void this RFP
and the review process and/or terminate negotiations at any time; to select separate respondents for various
