ADVERTISEMENT - REQUEST FOR QUALIFICATIONS
The City of Gulfport (“Owner”) will accept sealed statements of qualifications from qualified firms for
professional engineering services in connection with the Jones Park Sanitary Lift Station Renovation
Project.
The primary goal of the Jones Park Sanitary Lift Station Renovation project is to provide a resilient, reliable,
and environmentally responsible wastewater facility that supports community needs while protecting
Mississippi’s coastal resources. This goal will be achieved through infrastructure modernization, storm surge
hardening, and compliance with current codes and standards. The project aims to:
1. Ensure uninterrupted wastewater service for residents, businesses, and visitors in the Gulfport coastal area.
2. Protect marine and coastal resources by reducing the risk of untreated wastewater discharges during storm
events.
3. Increase resiliency of critical infrastructure through storm surge protection and structural improvements.
4. Enhance the safety, security, and aesthetics of the pump station site, preserving Jones Park as a valued
public and recreational space.
Qualified firms must be familiar with coordination among multiple local, state and federal agencies, MS
Department of Marine Resources. Qualified firms must be familiar with GOMESA funding including grant
documentation and reimbursement requirements and have a proven track record of providing these
services.
To be considered, all replies must be received in person at the Office of Procurement, at 1422 23rd
Avenue, Gulfport, MS 39501, or online at www.gulfportmsbids.com on or before 10:00 a.m. August 24,
2026. The Proposal should be submitted and marked on the outside as “Jones Park Sanitary Lift Station
Renovation Project”.
If proposer elects to submit hard copy proposals 3 sealed copies shall be submitted with a USB
electronic copy. Hard copies shall be received in the Office of Procurement located in the Jones Building
at 1422 23rd Avenue, Gulfport, MS 39501 no later than 10:00 am on August 24, 2026. In leu of hard copy
proposals, Proposers may submit proposals at www.gulfport-ms.gov.
All inquiries regarding this RFQ must be in writing to jversiga@gulfport-ms.gov on or before 10:00 am on
August 17, 2026.
All addenda will be issued through gulfportmsbids.com only to those proposers on the bidders list. Proposers
can be placed on the bidders list only through gulfportmsbids.com. City employees are not able to add
companies to the bidders list.
The selected Engineer shall complete engineering services in accordance with applicable Local, State and
Federal laws, regulations and procedures. Engineer shall provide professional engineering/architectural
services, including serving as the Owner’s professional engineering representative for the Project, and
providing professional engineering consultation and advice. Services will include but are not limited to
preliminary engineering/architectural reports, design, environmental and surveying services,
construction engineering and inspection, project/grant management and other tasks that may become
necessary during the process.
The selected firm shall provide engineering services related to the scope of work described. Selection
committee will rank the proposals received by the criteria below:
Qualifications -30%
Technical competence of staff and principals
Experience - 40%
Previous experience with the various permitting agencies that will be required for this project Experience with
similarworkcompleted inthelast5years.
Capacity for Performance -20%
Ability to perform in a timely fashion and within budget
Personnelresources,companyinfrastructure,availabilityofqualifiedstafftoimplement theproject
Proximity to the Project Location - 10%
Firmswillbeevaluatedandrankedaccordingtotheabovecriteria. TheCitywillnegotiatecompensationwith
the highest ranked firms for the proposed project.
Engineering firms/individuals should submit a list of their qualifications, experience, and capacity for
performance. Firms/Individuals must submit the name of the primary contact person and the person
within the firm (if applicable) who shall be the Owner’s contact and party primarily responsible for
rendering services, if selected.
Provisions ofthisRFQandthecontentsofthesuccessful responses areconsidered availableforinclusion in
thefinalcontractualobligations. Awrittencontractwillbeawardedtothefirmwhoseproposal isdetermined
by the committee to be most advantageous to the City, cost and other factors considered. The contract will
include scope and extent of work and other essential requirements.
Minority and women’s business enterprises are solicited to submit a statement of qualifications and are
encouraged to make inquiries regarding potential subcontracting opportunities. When subcontracting,
all potential contractors must make positive efforts to use small and minority owned business and
women business enterprises. See 2. C. F. R. §200.321.
