The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified Offerors for as needed Professional Civil Engineering Services. Services may include engineering investigation, studies, reports, and design on a variety of potential projects for Newport News Marine Terminal (NNMT), Norfolk International Terminals (NIT), Portsmouth Marine Terminal (PMT), Richmond Marine Terminal (RMT), Virginia International Gateway (VIG), and Virginia Inland Port (VIP).Questions may only be submitted electronically to proposals@portofvirginia.com no later than 2:00 p.m. EST January 5, 2026.
