1) Defini(cid:415)on of "Garment District" boundaries: The RFP overview notes that the program is based
in the Garment District. Does the University have specific street boundaries or a strict radius
around the 315 West 39th Street campus that it considers the absolute limit for student
placements?
The Garment District neighborhood can loosely be considered bounded by 34th and 41st Streets
and by Fi(cid:332)h and Ninth Avenues. However, we are also open to other neighborhoods within
walking distance, such as Midtown East, Midtown West, Chelsea, etc.
2) Defini(cid:415)on of a "reasonable subway commute": The Loca(cid:415)on Requirements mandate that
housing must be either within walking distance of the NYC Fashion site or accessible via a
"reasonable subway commute". Could you please quan(cid:415)fy the maximum acceptable door-to-
door transit (cid:415)me (e.g., under 30 minutes) or list any specifically preferred subway lines?
The maximum acceptable door-to-door transit (cid:415)me would be 45 minutes or less. There are no
preferred subway lines, but a route with no transfers is preferred.
3) Form 6 Loca(cid:415)on Specifica(cid:415)ons: Form 6 (Standard Affirma(cid:415)on and Disclosure Form for Execu(cid:415)ve
Order 2019-12D) requires the bidder to provide all loca(cid:415)ons where services will be performed,
no(cid:415)ng that failure to provide this informa(cid:415)on will cause the submission to be deemed not
responsive. Because 4stay u(cid:415)lizes a master lease model that will allocate specific beds based on
the University's final cohort size, will our proposal be deemed non-responsive if the exact, final
property loca(cid:415)ons cannot be specified at the (cid:415)me of submission? Alterna(cid:415)vely, will the
University accept a representa(cid:415)ve list of our primary property prospects for this sec(cid:415)on?
Your proposal will not be considered non-responsive if the exact final property loca(cid:415)ons are not
known at the (cid:415)me of submission. A representa(cid:415)ve list of your primary property prospects is
acceptable.
4) Accessibility and Disability Laws: Sec(cid:415)on 4.36 notes compliance with State of Ohio laws
regarding accessibility and disability, while the physical proper(cid:415)es are located in New York. For
the purposes of property evalua(cid:415)on and student accommoda(cid:415)ons, should the vendor priori(cid:415)ze
Ohio accessibility regula(cid:415)ons or New York state/local building and accessibility codes?
New York state and local building and accessibility codes will be acceptable.
