DCF is issuing this RFI to obtain insight and information from the vendor community regarding solution options for a new case and provider management system that meets federal requirements for the Comprehensive Child Welfare Information System (CCWIS) as well as DCF's requirements for efficiency, security, and interoperability. DCF is considering case and provider management systems options that are market ready.
Today, eWiSACWIS is DCF’s official case management system of record. It is a browser-based information system built to aid DCF in moving closer to its vision of all Wisconsin children and youth are safe and loved members of thriving families and communities. eWISACWIS records access reports (intakes), assessments, and case management activities for child protective and child welfare services, community-based youth justice and independent living services, ongoing services both in home and for out-of-home care. It also includes administrative functions related to licensing of providers, financial processing to help track payments associated with out-of-home care costs and subsidies, and claiming for Title IV-E. DCF seeks to transition from eWISACWIS to a Commercial Off the Shelf (COTS) solution, or a solution built on Platform as a Service (PaaS), or Software as a Service (SaaS) system that is efficient, secure, and interoperable. The new system must support federal requirements, facilitate CCWIS compliance, meet the needs of internal and external stakeholders, and be tailored to meet State of Wisconsin legislative mandates as well as DCF policy requirements. DCF intends for the new CCWIS compliant case management system to include: a. State and federal requirements, b. Robust workflows, c. Features and functions which maximize efficiency, i.e., reporting dashboards, artificial intelligence tools, digital signature capabilities, offline/mobile app capabilities; and d. Data sharing capabilities to include bidirectional exchanges. The functional requirements desired are described in more detail in Section III.
