Advance Contract Award Notice (ACAN)

Definition of ACAN

An Advance Contract Award Notice (ACAN) is a public notice informing suppliers that Canada intends to award a contract for goods, services or construction to a pre-identified supplier, and invites other suppliers to express their interest by submitting a statement of capabilities. If no other supplier submits a statement of capabilities demonstrating how they meet the set requirements in the ACAN by the closing date stated in the ACAN, the buyer may then proceed with the award to the pre-identified supplier.

Purpose of the ACAN

The purpose of this ACAN is to inform industry that Canada intends to award a contract to a pre-identified supplier to obtain institutional strategic planning advisory support to integrate engineering considerations (infrastructure, sustainment and readiness) into CAF/DND modernization and mobilization initiatives.

Requirement description

The Chief Military Engineer (CME) / Chief of Staff (Infrastructure/Environment) requires the services of one (1) senior advisor (experienced strategic planner) to support Canadian Military Engineer inputs to the Operational Sustainment Modernization (OSM) Strategy, Tranche 3 (General Support Engineers Modernization Strategy – GSEMS). Strategic planning involves five components: (1) research; (2) key stakeholder interviews; (3) mission analysis components; (4) stakeholder reviews; and (5) document production and communication. The advisor will support the planning team to complete these steps, review products developed by the team, provide advice to the team, coach the team through socialization and approvals, and provide regular updates to the CME. Work will be primarily remote, with an occasional requirement to visit Carling Campus.

Security requirement: This requirement includes security requirements. The successful supplier must meet the contract security requirements in accordance with SRCL SPO-26-054.

SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:

1.         The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

2.         The Contractor personnel requiring access to PROTECTED information, assets or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.

3.         The Contractor MUST NOT remove any PROTECTED information or assets from the identified site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction.

4.         Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.

5.         The Contractor must comply with the provisions of the:

a)        Security Requirements Check List and Supplemental Security and Classification Guide :

b)         Contract Security Manual (Latest Edition).

Evaluation criteria for assessment of statement of capabilities (minimum essential requirements)

•        M0 – ProServices Supply Arrangement: The supplier must hold a ProServices Supply Arrangement under Stream 9 (Business Consulting and Change Management Services) or Stream 10 (Project Management Services), Supply Arrangement E60ZT-180024.

•        M1 – Education: Holds a Master’s degree from a recognized Canadian or international post-secondary institution.

•        M2 – Experience (senior position): Demonstrates 20+ years of experience in a senior position within DND, specifically within the Canadian Military Engineer Branch.

•        M3 – Institutional knowledge/experience: Demonstrates knowledge and extensive experience interacting between CAF L0 and L1 organizations and related accountabilities (ARAs), as well as knowledge and experience interacting with the CAF, NATO and other government departments.

•        M4 – Planning: Demonstrates experience conducting operational-level or strategic-level planning related to sustainment.

•        M5 – Availability: Available to work part-time up to 10 hours per week.

•        M6 – Language: Ability to work in English.

Not applicable. This procurement is not subject to applicable trade agreements.

Justification for pre-identified supplier

The pre-identified supplier has the required expertise and relevant senior-level experience to support the CME in strategic planning for OSM Tranche 3 (GSEMS) and related activities. Based on the client’s analysis, this supplier is the only known individual able to meet the minimum essential requirements within the required timelines.

Government Contract Regulations exception(s)

The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work” (services).

Intellectual property ownership

Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract.

Contract period and delivery dates

From the date of contract award to March 31, 2027.

Cost estimate of the proposed contract

The estimated value of the proposed contract, including any option(s), is $95,000 (taxes included).

Response procedure

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in this ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how they meet the advertised requirements.

For interested suppliers submitting a statement of capabilities: the statement must confirm that the supplier holds a ProServices Supply Arrangement (E60ZT-180024) under Stream 9 or Stream 10, and identify the applicable stream.
