INTRODUCTION
The City of Wheaton is seeking proposals from a qualified professional engineering firm to
prepare project plans and specifications for construction of new sidewalks at several various
locations. Firms interested in submitting proposals shall provide a statement of qualification for
all key personnel assigned to this project. The City desires completion of all project plans and
specifications by June 2026 with the intent of releasing and awarding the project by July 2026.
BACKGROUND
The City Council recently adopted a policy to install sidewalks on at least one side of the street
on all streets in the City. Staff has identified areas in the City corporate limits which lack such
facilities at this time.

* Sidewalk for Lincoln Avenue (End to 915 Lincoln Avenue) shall be installed on either side
of the bridge – not through it.
- All sidewalks installed on cul-de-sacs only need to go to the bulb, not around it.
- To provide a conservative estimate, the shown lengths of sidewalk may be larger
than needed due to possibly having existing sidewalk on one side of the street that
can be connected to.
- All sidewalks must connect to the existing sidewalk network.
- Sidewalk connections should be reviewed to determine any possible removal and
replacement of existing sidewalk in deteriorating condition.
SCOPE OF SERVICES
The following scope of services will be considered for development of project plans and
specifications.
Topographic Survey
a. Utilizing available horizontal control and GPS survey equipment, conduct a field
ground survey to measure and obtain certain planimetric features within the entire
right-of-way. Prepare a full right-of-way topographic survey which will include the
following content requirements identified below:
i. Vertical elements (trees, hydrants, utility poles, light poles, etc.) should be shot
with survey equipment on the street side of the item for uniformity and ease of
plan design.
ii. Topographic and planimetric information such as pavement, existing sidewalks,
driveways, ditch lines, side yard swales, fence lines, traffic signals, and existing
structures.
iii. Elevations obtained at regular intervals.
iv. Adequate survey shots shall be taken outside of the right-of-way limits to prove
flow direction.

b. Locate right-of-way iron pipes or monuments.
Attend a kick-off meeting with City staff.
Verify no adverse impact related to drainage following installation of sidewalk.
Prepare final engineering plans and specifications for bidding. Specifications shall
incorporate the City’s details relative to the work to be completed.
Prepare an engineer’s estimate of probable cost by individual street location.
Provide advertising support to local residents regarding the project.
Fill out and provide documents to fulfill IDOT MFT requirements.
ADDITIONAL SCOPE OF SERVICES
The following scope of services will include but may not be limited to the following tasks related
to permitting with outside agencies.
Structural design- The potential may exist to design retaining walls to meet current ADA
requirements. This may require structural design to ensure the stability of the wall.
Permitting requirements from DuPage County DOT, DuPage County DEC, IDOT and other
governmental agencies will require attending meetings with County staff and the City for
application of permits. This will apply for roadways in special managed areas or abutting
County or State right-of-way.
This project will be associated with IDOT MFT funding. It is expected that the design and
specifications will follow the Bureau of Local Roads and Streets manual for sidewalk
design and installation.
DELIVERABLES
Submit preliminary plans solely showing intended side of the street and draft path of
proposed sidewalk. Reasons should be provided as to why one side of the street was
chosen over the other. These preliminary plans will be reviewed by City staff before
moving forward with design.
Submit plans for staff review at 75%, 90% and 100% completion. There will be a span of
1 month between 90% and 100% completion due to the City sending out plans to
residents for notification and information.

90% plans should have proposed sidewalk elevations and labels and/or a legend showing
removal and replacement of driveways, removal of trees, removal of landscape areas, etc.
as to clearly convey information to residents for notification. Note that trees can be
removed, however, the City prioritizes the preservation of deciduous parkway trees and
would prefer to redirect the sidewalk around these trees when possible.
Completed IDOT MFT documents and forms.
Submit AutoCAD DWG files, control points and points files in an Excel format, layout
documents for the construction contractor, and word documents upon completion of
plans and specifications.
COMPENSATION
Fees for design engineering services will be based on a cost plus not to exceed basis using
an hourly rate times direct staff cost. Direct costs will be charged at the actual rate
incurred with no markup. A summary of anticipated hours and fees must be included in
the proposal.
EVALUATION OF PROPOSALS
Responses will be reviewed by City staff. The firm to be recommended for the award will be the
one whose proposal is determined to be the most advantageous to the City.

at asperkowski@wheaton.il.us no later than January 12, 2026, 11:00 am (CST).
ADDENDA
All questions, clarifications or revisions regarding this request for proposal will be issued via a
written addendum and published on the City’s website and on DemandStar. Each Vendor shall
acknowledge receipt of any addenda on the Bid Form-Stipulated Sum. Each Vendor, by
acknowledging receipt of any addenda, is responsible for the content of the addenda and any
changes to the bid. Failure to acknowledge issued addenda may cause the bid submittal to be
rejected.

Sealed proposals, clearly marked "Engineering Services – 2026 Fall Sidewalk Design" must be
submitted to the following address no later than January 28, 2026, at 11:00 am (CST).
